- SUBJECT: Statement of Work - Outcomes Based Training and Education (OBT&E) Marksmanship, Land Navigation, Urban Operations, and Tactical Combat Casualty Care Combat Applications Training Courses 1. The Department of Military Instruction (DMI) requests contracted assistance to instruct select West Point officers, NCOs and cadets on OBT&E methodology using Marksmanship, Land Navigation, Urban Operations, and Tactical Combat Casualty Care Training as the vehicle in support of the DMI Cadet Leader Training Program and DMI/BTD Instructor Certification. This memorandum outlines the specific statement of work for this contract. 2. The following requirements must be met by the company that is awarded this contract: a. Familiarity and understanding of cadets' leader development/training and the level of experience that cadets possess. b. Expertise in growing versus degrading intangible attributes we need in every individual preparing for combat operations: judgment, responsibility, accountability, awareness, and initiative. Company must be able to use training techniques that force the individual to constantly assess, decide, exercise judgment, and assess the results of that decision. c. Expertise in OBT&E and utilizing it as a methodology to train rifle marksmanship, focusing on problem solving related to the fundamentals, ballistics and trajectory, common tactical shooting problems (i.e.-magazine changes and reduction of stoppage), weapon and optic tolerance/adjustment values, and weapons maintenance. Must have a demonstrated understanding of FM 3-22.9 Combat Field Fire and Record Qualification. d. Expertise in OBT&E and utilizing it as a methodology to train land navigation, focusing on problem solving related to the ability to identify an individual or unit location on a map and communicate that information to others and the ability to select and move along routes over varied terrain in ambiguous combat situations. Must have demonstrated familiarity with the Army Reconnaissance Course Land Navigation training model. e. Expertise in OBT&E and utilizing it as a methodology to train urban operations, focusing on problem solving related to entering and clearing hostile threats intermixed with non-combatants in urban terrain in and among buildings. Training includes tactical problem solving in hallways, center and corner fed rooms, and movement between buildings as well in wooded terrain adjacent to buildings. 2011. Able to prepare instructors to provide Combat Applications Training Course using the OBT&S model to train cadets during Cadet Field Training Leader Training Program. e. Experience instructing small unit leaders on OBT&E and utilizing it as a methodology to train Tactical Combat Casualty Care (TC3), focusing on solving tactical problems related to securing an area in a tactical environment and solving medical problems to treat and evacuate casualties. Must have a demonstrated familiarity with the Army's most current TC3 and Combat Life Saver doctrine 3. The company that is awarded this contract must be able to accomplish the objectives outlined IAW the following schedule: a.Urban Operations: 11-15 June 2012 b.Land Navigation: 12-16 June 2012 c.Marksmanship: 20-24 June (instructor training to coincide/collocated with Cadet LTP) d.TC3: on or about 01-04 August e.Marksmanship second iteration at a time TBD in late August/early September 2012 f.Urban Operations second iteration at time TBD in September 2012 4. The company that is awarded this contract must be able to accomplish the objectives outlined below: a. The company must provide a small group of trainers (from 4-6, depending on the class size) to instruct OBT&E to select groups of staff and faculty consisting of officers and NCOs from the Department of Military Instruction, the Brigade Tactical Department, and Academic Instructors. The company should provide a trainer to student ratio of 1/8. The training audience for planning purposes will be approximately 15-30 individuals per iteration to be coordinated between DMI and the company NLT 30 days from training. b. NLT 30 days prior to the June and August/September iterations, the Department of Military Instruction COR will provide the exact training dates to the company awarded the contract. Upon receiving the exact training dates, the company will provide the exact number of trainers to the Department of Military Instruction. d. West Point will provide all training resources to include range complexes, training areas, ammunition, weapons, optics, lasers, night vision, targetry, classrooms, supplies and all necessary materials to facilitate training.
