- This is a sources sought notice and not a Request For Proposal (RFP). The purpose of this document is to seek sources for training courses. This is a request for written information only. This is not a solicitation announcement for proposals. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. All data received in response to this notice will be fully protected from release outside the Government. Information provided herein is subject to change. There is no commitment by the Government to issue a solicitation or make an award in response to this Synopsis. If a solicitation is released, it will be synopsized to parties that responded to this notice. The Department of Homeland Security (DHS), United States Secret Service (USSS) is seeking sources to provide training and equipment services for Counter Terrorist Search Courses at various locations throughout the Continental United States. The contractor would be required to develop course material, coordinate local course resources with government personnel, provide appropriate training aids, provide instruction to approximately 30 personnel (each course), and provide independent third party evaluation of each course along with quarterly/final third party summaries of services. Counter Terrorist Search courses will include: components of Improvised Explosive Devices, Actions on a Find, relevant case studies (current threat), theory and practical exercises on vehicle search, route search, area search, venue search, and simple indirect fire surveys. Partial Government Provided Equipment (GPE) will include a basic template of course material. Contractor will be required to provide qualified instructional staff. Qualifications required are: successful graduates of the Police National Search Centre (United Kingdom) Police Search Advisors Course (PolSA) or the Ministry of Defense (MOD) Royal Engineers Royal Engineer Search Advisors Course (RESA). Search equipment items would be Commercial off the Shelf (COTS) items that would be identified by the government as necessary to support Search operations. Contractor will be required to have independent third party organization to provide feedback to stakeholders on metrics developed by third party and the government to measure success of each course and overall success of the entire contract. Contractor will be required to work closely with the government on curriculum development, course logistics prior to deploying teams for each course. Contractor will be required to sign non-disclosure agreements. All responses to this notice shall be emailed to Mark Arbeen no later than 3 :00 p.m. Eastern Daylight Time on June 1, 2012.
