Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Compuflow Solutions of Mesa, Arizona, for the acquisition of a service upgrade needed by the Flow Metrology Group at NIST. Sole source determination is based on the need to upgrade two remaining Hydrocarbon Liquid Flow Standards, 20 L (HLFS) to an existing Variable Temperature STM manufactured by Omicron Nanotechnology. Compuflow Solutions previously upgraded two 2 L HLFS. The required upgrade needs to be compatible with the 2 L HLFS upgrades, having the same user interface, software source code, hardware components and output data for system functionality. This upgrade will allow NIST to meet its mission to disseminate high accuracy flow measurements to the U.S. flow metering community. Compuflow Solutions is the only known vendor capable in providing the required service upgrade. *****The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $19M. ******A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by June 1, 2012, EST will be considered by the Government.
