Description
The Department of Interior, Acquisition Services Directorate (AQD) in Herndon, Virginia intends to negotiate and award a firm-fixed price purchase order to Proton Energy Systems on behalf of the National Weather Service (NWS) Alaska Region (AR) for hydrogen generators, spare parts, hydrogen storage tanks, water purification system, and test equipment. The equipment will be installed at the NWS Service Offices in McGrath & St. Paul, AK the summer of 2012. The AR/SOD staff has one and a half years of experience installing, operating, and maintaining the Proton Energy HOGEN-20 hydrogen generator. Proton is the only manufacturer of hydrogen generators with the PEM electrolysis process. The fuel cell is proprietary to Proton. NWS uses this fuel cell in Proton generators at several sites in the Pacific Region. NWS has three and a half years of experience with Protons HOGEN-20 at both Sterling Field Support Center at Sterling, VA and WFO Anchorage, AK. Utilizing the same type of equipment will provide consistency in support of agency wide operations. Additionally, installing the same hydrogen generator at this location will simplify maintenance and service calls and reduce the learning curve for regional personnel operating this type of equipment. AQD will use procedures that provide for issuance of the order on the basis of other than full and open competition that are authorized by Federal Acquisition Regulations (FAR) in Subpart 6.302-1(a)(2). The supplies are highly specialized and market research indicates that the items appear to not be otherwise available to the government. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 5PM eastern time on Friday, May 25, 2012, POC: Corey Gerst, Acquisition Services Directorate, 381 Elden Street, Herndon, VA 20170. Questions must be emailed to Corey.Gerst@aqd.nbc.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED
