Description
This sources sought is issued solely for informational, planning purposes and market research in accordance with FAR Part 10. This sources sought is seeking interest from Small Businesses capable and interested in performing a demolition project at the United States Air Force Academy, Colorado. This project entails demolition of approximately 232 houses to include concrete foundations, footings, drive ways, parking lots, walkway paving, and site restoration to match surrounding landscape. This project will also include hazardous material survey and all necessary abatement. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this sources sought. A solicitation is not available; therefore, do not request a copy of a solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals. The magnitude of this project is estimated to be between $5,000,000 and $10,000,000. The requirement includes, but may not be limited to, the following: a) Perform hazardous material survey and include all necessary abatement in proposal. Interior Asbestos and Lead Based Paint and Exterior Concrete Foundation Asbestos Containing Water Seal Coating are likely components of these existing buildings. b) Remove all two hundred and thirty two (232) houses to include concrete foundations, footings, drive ways, parking lots, walkway paving and restore site to match surrounding landscape. c) Remove designated roads along with associated concrete curb, gutter and sidewalks. d) Remove all miscellaneous site improvements to include fencing, site lighting etc. e) Abandon all utilities in place to include gas, water, sewer, communications and electrical. Remove and dispose of above ground utility appurtenances. f) Remove all above ground lawn irrigation systems. g) Recycle as much material as is practical. h) Backfill with suitable backfill where basement foundations and footings were removed. i) Prepare for planting all areas where the surfaces were disturbed. j) Plant native grass per USAFA standards. k) Salvage as many trees and shrubs as possible. The North American Industry Classification System (NAICS) code is 238910 - Site Preparation Contractors, and the small business size standard is $14 million. Any information provided is voluntary. Telephone calls will not be accepted. Please answer the questions below: 1. Explain your capability regarding surveying for and abatement of asbestos. 2. Explain your experience with demolition projects of a similar magnitude in the last 3 years and provide a brief overview of each project. 3. Please provide a brief statement of the capabilities of your key personnel. 4. Explain your experience handling hazardous materials (e.g. lead-based paint) on a military installation in the last 3 years? 5. Please detail your safety record over the last 3 years. 6. Are you a Small Business in NAICS Code 238910 - Site Preparation Contractors? If so, please list your certified status with the Small Business Administration (e.g., HUBZone, Section 8(a), Small Disadvantaged Business, etc.)? 7. Explain your capability to abandon utilities in place? Be advised this notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal. The Government will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become Government property and will not be returned. No basis for claim against the Government shall arise as a result from a response to this sources sought.
