Attachment B Capabillity Statement Instructions Attachment A - DRAFT PWS ED-OPE-12-R-0064 The U.S. Department of Education's (the Department), Office of Postsecondary Education (OPE), has a requirement for technical and logistical services to support OPE grant program activities in areas of workshop planning, peer review and coordination, dissemination of information and evaluation analysis, data system design, data collection and analysis and database upgrading and maintenance. Logistical services shall also include such activities as planning and facilitating support for project directors meetings, pre-application workshops, as well as provide comprehensive assistance for OPE's grant programs and other support activities. Specific requirements under each program shall vary due to the program legislation funding, the scope of the grant competition, and the amount of funding allocated for each program to conduct these activities. Incumbent Information The incumbent for this requirement is Command Decisions Systems & Solutions, Inc. under Contract Number ED-06-CO-0051/0001 Anticipated Contract Type and Period of Performance: The anticipated period of performance is one, 12-month base period and four, 12-month option periods, to be exercised at the Department's discretion. The contract types under consideration are Cost Reimbursement or Time and Materials. Industry Engagement Specifics: The Department is currently engaged in market research to identify potential offerors, clarify the Office of Postsecondary Education's requirements, and remove barriers to maximize competition. Capability Statements are requested from all interested parties. However, small business contractors are strongly encouraged to submit responses to this notice. The Department is particularly interested in determining if Hub-Zone and Service Disabled Veteran Owned businesses possessing the requisite capabilities exist in the commercial marketplace. Please see Attachment B - Capability Statement Instructions, for full details and instructions. A copy of Attachment A - DRAFT Performance Work Statement ED-OPE-12-R-0064 is also provided for industry review and comment. Written responses to this notice are due by 12:00 pm (EST) on May 31, 2012. Responses shall be submitted electronically to Brigid Lochary (Contract Specialist) at Brigid.Lochary@ed.gov, with a cc: to Veronica L. Price (Contracting Officer) at Veronica.Price@ed.gov. All questions regarding this notice must be submitted via email to Brigid Lochary at Brigid.Lochary@ed.gov with a cc: to Veronica.Price@ed.gov, no later than 3:00 PM (EST) on May 22, 2012. Disclaimer : Capability Statements received in response to this notice will not be formally evaluated, but will be used for market research purposes to develop a final acquisition strategy. The Department will not reimburse respondents for any costs associated with the submission of the information being requested by this notice. Responses to this notice will not be returned, nor will there be any ensuing discussions or debriefings on any responses. The Department will properly dispose of all propriety information received.
