Description
Evaluation Criteria for OA-393-2012-0018 Deliverables for OA-393-2012-0018 SOW for OA-393-2012-0018 This is a Request for Quotation. A quote is being requested and a written solicitation will not be issued. Requirement number OA-393-2012-0018 is issued as a Request for Quotation. The Centers for Medicare and Medicaid Services (CMS), Office of the Actuary (OACT) has a requirement for a contractor to obtain access to an overlapping generations model of the U.S. economy that implements a detailed multi-agent approach to modeling of the U.S. health sector, to develop and refine that model, and to apply the model to a research question of interest to OACT. OACT will work with the contractor to establish a basis for evaluating the utility of the such a modeling approach. This model will be a potential tool to complement other tools that OACT uses to analyze and project long-range aggregate health expenditure trends. A detail Statement of Work and Deliverables are attached. This will be a fixed price procurement using simplified acquisition procedures at a fixed labor rate. The period of performance will be a 12 month period from the date of award. The level of effort for this requirement will be approximately 400 labor hours. Responses must be sent electronically in MS Word format to phillip.harrell@cms.hhs.gov no later than 3:00pm on June 1, 2012. Responses shall be no more than 10 pages and may include the following: 1) Contractors brief capabilities overview; 2) Past performance information (relevant experience to perform the required services); and 3) Price of the deliverables. All responses will be evaluated on a best value basis using the following evaluation criteria: 1) Technical and Management Approach - the likelihood of effectively meeting requirements; 2) Qualifications of Personnel; 3) Organizational Experience and Expertise and 3) Price - the amount, realism and consistency of the evaluated price. All contractors are hereby advised that contractors shall be registered in the Central Contractor Registry (CCR). Please register with the CCR at the following website: http://www.ccr.gov. Your quote should include the following additional information: 1. Company Name and Current Mailing Address. This should be the same as the information appearing in the Central Contractor Register (CCR). 2. Contact Person, name, telephone number, e-mail address 3. Business Size Classification, i.e. Small Disadvantaged, 8(a), Woman-Owned, etc. 4. DUNS Number 5. Federal Tax ID No. Questions regarding this requirement must be submitted in writing no later than 3:00pm on May 29, 2012. All quotes must be received by June 1, 2012 no later than 3:00pm.
