- This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposals and a formal solicitation is not available at this time. The Naval Special Warfare Command (NSWC) is seeking small business concerns that can provide jump tickets, airlift services, vertical wind tunnel rental and wind tunnel coaches in accordance with the below description. Work will be accomplished in the Southern California region and in Arizona. This acquisition will be conducted using FAR 12. Interested small business concerns should submit a capabilities statement (not to exceed five pages) that demonstrates their capability to provide services and that demonstrate positive past performance. The capabilities statement shall include company name, address, small business status (8A, small, small disadvantaged, women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned), and point of contact (POC) information for the interested firm. Also include if your firm can perform on all or some of the requirement. The capabilities statement should identify, by contract number, past or current contracts and/or subcontracts that were awarded to your firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a customer POC. The Government will not respond to firms that do not follow the submission instructions in this notice. The Government will evaluate each respondent's capabilities statement to determine if the respondent has the requisite experience and past performance to complete the requirements described herein, and will advise each respondent in writing either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The Government will advise respondents considered not to be viable competitors of the general basis for that opinion. Notwithstanding the advice provided by the Government in response to their submissions, respondents may still participate in the resultant acquisition. Responses should be received no later than 25 MAY 2012 at 1000 PST. All responses should be forwarded to Kristen Smith and Natalie Rodriguez (email: kristen.smith@navsoc.socom.mil and natalie.rodriguez@navsoc.socom.mil). Description of Services Naval Special Warfare Command (NSWC) requires services for students, parachute team members, special operators and support technicians to establish and maintain proficiency in parachuting skills through commercially available operations. The contractor shall provide qualified sky diving instructors, approved airlift services, vertical wind tunnel rental, and wind tunnel coaches when needed for training purposes. Contractor shall identify if they can provide some or all of the following: •Qualified sky diving instructors •Qualified wind tunnel coaches •Certified parachute packers •Approved aircraft and services •Airlift services to a minimum altitude of 2,000 feet Mean Sea Level (MSL) and a maximum altitude of 14,000 feet MSL •Airfield landing strip for military aircraft landing •Secure room for Government Furnished Property (GFP) •Video debriefing capabilities to include classroom
