Description
Justification for an Exception to Fair Opportunity THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Systems Research and Applications (SRA), Corp. pursuant to Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) - Justification for an Exception to Fair Opportunity. This procurement is to extend the current Enterprise-Wide IT Solution (EWITS) task order number HHSN27300001/contract number HHSN263999900029I for up to a one (1) year period. The basis for the sole source can be found in the attached Justification for an Exception to Fair Opportunity. Any parties interested in this award should submit their response, with proof of ability to provide the service no later than May 28, 2012. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement in the future. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 10 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 3PM eastern time on Monday, May 28, 2012. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Systems Research and Applications (SRA), Inc.
