Description

The Orlando Veterans Affairs Medical Center intends to negotiate on a sole source basis IAW FAR 13.106 with Proquis, Inc., 1015 West Wise Road, Suite 200, Schaumburg, Illinois 60193-3777 as the only responsible source that can provide Proquis Enterprise Software with 20 concurrent user licenses, to include annual license, support, maintenance, installation, setup, configuration, data importing, and training. A justification for other than full and open competition is being prepared in support of this acquisition. Proquis, Inc. is the only vendor who is capable of providing this proprietary software. This solicitation will result in a firm fixed price contract for the Software with concurrent user licenses manufactured and sold by Proquis, Inc. This acquisition is being conducted under the authority of the 13.106, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will be a small business set aside. The intended procurement will be classified under North America Industry Classification System (NAICS) 518210 with a Small Business Size Standard of $25,000,000.00. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Joseph Boudreau, joseph.boudreau@va.govl by 4 PM EST on June 2, 2012. No phone calls accepted
