- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RESPONSES SHOULD INCLUDE A COPY OF YOUR COMMERCIAL PRICELIST OR PRICE SUPPORT ALONG WITH YOUR COMPANY'S CAGE CODE, TAXPAYER IDENTIFICATION NUMBER, AND DUNS NUMBER. Combined Synopsis/Solicitation Number W9124P-12-T-0041 is set aside for small business concerns. The corresponding NAICS code for this procurement is 333314 with a small business size standard of 500 employees. The US Army Contracting Command-Redstone is soliciting a quote for the purchase of: One (1) each, Toptica Photonics Inc. Complete system DL 100 / Pro design with 19 inch electronics chassis and diode number LD-0895-0040-AR-2, anti-reflection coated laser diode,875-940 nanometer wavelength range, 40 milliwatt diode output power, with the following additional accessories: one (1) each Optical Isolator, 820-930 nanometer, number OK-000663, one (1) each FIBERDOCK Fiber Coupler Unit, FC/APC, one (1) each Fiber patchcord, SM/PM, FC/APC, 810-980 nanometer, 3 meter length, 5.5micrometer mode field diameter, number OK000679, one (1) each Digital Feedback Controlyzer High Speed Locking Module for DC 110 Supply Rack, DIGILOCK 110, one(1) each Motorization DL pro, Option for motorized wavelength selection, MOT/DL PRO, brand name or equal. The salient performance and function characteristics which an EQUAL product must meet are: Average output power equal or greater than 3 milliwatts Wavelength tuning range 880 to 910 nanometer Linewidth equal to or less than 1 MHz (5 microsecond integration time) Mode hop free tuning range equal to or greater than 20 GHz. Long-term drift with ambient temperature less than 100MHz per degree Kelvin Operating environment temperature 15 degrees to 30 degrees Celsius Laser frequency noise less than 5 MHz over an acoustic excitation frequency range of 0 to 10 kHz. The laser must have an external cavity Littrow or Littman-Metcalf design (grating stabilized diode laser). The diode inside the laser must be field-replaceable. The laser must have a fiber coupling capability. The laser must be sealed and the cavity optics locked to ensure longterm performance, stability and cleanliness. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The following factors shall be used to evaluate quotes: technical capability of the items quoted to meet the Government requirement, price, and delivery. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. Payment will be made via Wide Area Workflow. Responses are due no later than 10:30 AM (local time), 20 June, 2012 in the contracting office, Building 5400, Room B-142, Redstone Arsenal, Alabama, 35898.
