- ********************************PLEASE NOTE: THE PURPOSE OF THIS AMENDMENT IS TO INDICATE THAT THIS COMBINED SYNOPSIS/SOLICITATION IS NOT SET-A-SIDE FOR SMALL BUSINESS AD INDICATED IN ORIGINAL ANNOUNCEMENTSECTION (iv)************************************* Solicitation Number: VA-241-12-R-0755 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-12-R-0755 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-58, May 18, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) The North American Industry Classification System (NAICS) code is 541810 and the size standard is $7.0 million. (v) This requirement consists of six(6) line items: Graphics and Radio Ads need to be created and approved before on air date of May 24, 2012. CLIN (1) (8) 30 second Network commercials per week (104 total) CLIN (2) (8) 30 second streeming commercials per week (104 total) CLIN (3) (13) weeks of video pre-roll and banner display ads on.com network CLIN (4) (1) Home Page Takeover on Memorial Day CLIN (5) (25) 30 second Network commercials in May (Mon-Fri 3-7pm) CLIN (6) (7) 10 second live reads in Red Sox Network games (68 STATIONS) 5/25-5/31 (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: The VA Boston Healthcare System requires a vendor to provide Purchase of network commercials, a home page takeover on.com (networks website), and banner displays. Vendor to provide radio advertising that reaches all New England states. Vendor shall provide: (8) 30 second Network commercials per week (104 total). (8) 30 second streeming commercials per week (104 total). (13) weeks of video pre-roll and banner display ads on.com (network ˜s website). Home Page Takeover on Memorial Day. (25) 30 second Network commercials in May (Mon-Fri. 3-7pm). 10 second live reads in Red Sox Network games (68 STATIONS) 5/25-5/31. (vii) Delivery FOB Destination to: Attn:Lisa Felix, Bedford VA Medical Center, 200 Springs Rd., Bedford, MA 01730 VAAR 852.237-70 Contractor Responsibilities; VAAR 852.270-1 Representatives of Contracting Officers. (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical (ii)Price (iii)Past Performance Technical evaluation shall be based on the ability of the vendor to meet the requirement reach a targeted audience in all New England States through a single source. Pricing shall be evaluated based on the best value for the Government. Quotations should include the pricing methodology and include the rate offered. (xi) 52.212-4 Contract Terms and Conditions - Commercial Items: apply to this solicitation with the following addenda; VAAR 852.273-76 Electronic Invoice Submission.
