Description
CARTRIDGE, SHOTGUN 20 GAUGE SKEET LOAD AND CARTRIDGE, SHOTGUN 28 GAUGE SKEET LOAD Description: The Naval Surface Warfare Center (NSWC) Indian Head (IHD) Detachment, Picatinny Arsenal and the Navy Contracting Command “ Indian Head, Maryland are currently seeking sources for the manufacture and delivery of commercial items of Cartridge, Shotgun 20 Gauge Skeet Load (DODIC A046) and Cartridge, Shotgun 28 Gauge Skeet Load (DODIC A057). The items are packaged in 25 round cardboard box and closefitting fiberboard boxes in accordance with the manufacturer ™s best practices for a total of 250 rounds per case. This combined synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Furthermore, any questions regarding this announcement shall be submitted in writing by email to the contract specialist listed below. Telephone responses and inquiries WILL NOT be accepted. Specifications: The cartridges shall be manufactured in accordance with commercial specification, ANSI/SAAMI Z299.2 for Target Loads. All components shall be new manufacture. Refurbished/reloaded components shall not be provided. The age of the propellant and primers shall not exceed 12 months. The shotshell tube shall be plastic in accordance with industry standards. Shot composition, hardness, count diameter and weight shall meet the requirements of ANSI/SAAMI Z299.2 for Target Loads. Pressure and velocity shall meet the requirements of ANSI/SAMMI Z299.2. Muzzle velocity shall be meet the requirements of ANSI/SAMMI Z299.2. The Shotshells shall be free of folds, wrinkles, deep draw, scratches, scaly metal, dents, burns and other defects. Shotshells shall be free of foreign material including, but not limited to, corrosion, stains, dirt, oil, grease, smears of lacquer, and metal chips. The shotshell identification shall be clearly marked on each shotshell and be in accordance with MIL-STD-129. The 20 Gauge Shotgun Skeet Load shall have a patterning criteria of 70 percent in a 30 inch circle at 25 yards. The 28 Gauge Shotgun Skeet Load shall have a patterning criteria of 65 percent in a 30 inch circle at 25 yards. Shotshells shall be assembled into one lot consisting of units of a single type, grade, class, size, and composition, manufactured under the same conditions, by the same manufacturer, and at the same time. All shotshells shall be from the same lot. The lot shall be assigned a unique lot number. Unit packs and exterior packaging shall be marked with the shotshell identification, quantity, manufacturer ™s name, part number, lot number, and shall utilize bar coding. Planned Acquisition: The anticipated acquisition is approximately 514,000 cartridges. The first delivery will be required to be made no later than 120 days from the date of the award. Data deliverables include an ammunition data card, department of transportation competent authority document, material safety data sheet, and pressure and velocity test data. All interested sources that can meet the above requirements shall provide data supporting their technical and manufacturing capabilities (i.e. manpower, facilities, and any relevant automation), and also warranting that the items supplied will satisfactorily perform when used for the purpose intended by the Navy. Responses should include the offerer ™s current business structure: (a) name of the company to include company point of contact, technical point of contact, company address, telephone numbers (voice and fax), email address; (b) company size (i.e. large, foreign, small disadvantaged, veteran owned, veteran own, etc.), taxpayer identification number, DUNS number, and CAGE Code. The Small Business Standard for NAICS #332992 is 1,000 or fewer employees. Interested companies should include their minimum and maximum monthly production capabilities and their associated shifts. Responding firms shall state their International Organization of Standards (ISO) qualifications and equivalent status. Request the following Commerciality Determination: (a) Our product as described above has been sold, leased, licensed to the general public; (b) Our product as described above has been sold in substantial quantities, on a competitive basis to multiple state and local government. The development was done exclusively at private expense. (c) None of the above applies Explain. Please identify any proprietary information submitted.
