This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products or services that may be of interest to the United States Coast Guard (USCG). The Medium Range Surveillance product line at the USCG Aviation Logistics Center is conducting market research to determine suppliers described as follows: TELEPHONICS APS-143B(V3) AND C(V3) RADAR SYSTEMS -- SUSTAINING ENGINEERING SUPPORT BACKGROUND: The US Coast Guard (USCG) operates three HU-25D model aircraft manufactured by Dassault Falcon Jet and thirteen HC-144A (Casa CN-235) aircraft manufactured by Airbus Military. The HU-25 is scheduled for retirement in 2014 and will be replaced by the HC-144A. The HU-25D model and HC-144A aircraft types are equipped with Telephonic's APS-143 radar systems. Currently, three operational HU-25D models are stationed at Corpus Christi, Texas; and the HC-144A aircraft is stationed at Mobile Alabama, Miami, Florida and the Aviation Logistics Center (ALC), Elizabeth City, North Carolina. The USCG tentatively plans to purchase a total of thirty-six HC-144A aircraft to be assigned to air stations throughout the Coast Guard's Area of Operations. SYNOPSIS: The U.S. Coast Guard (USCG) is seeking information and industry comments from potential sources that can provide APS143 radar systems sustaining engineering technical support and a Field Service Engineer (FSE) experienced in the installation, operation and troubleshooting of the APS-143 radar systems installed in USCG aircraft. Sustaining engineering includes technical support, and equipment required to optimize the performance of USCG aircraft APS-143 radar systems. Support is also required for Peculiar Ground Support Equipment (PGSE), product improvement and system development and acquisition of prototype equipment. Sustaining Engineering services will be requested on an on-demand basis. The FSE will not be a full time position assigned to the USCG's Aircraft Logistics Center, Elizabeth City, NC. OBJECTIVE: The Coast Guard objective is to identify potential sources that can provide sustaining engineering support to the USCG for the APS-143 radar systems installed in its fleet of HU25D model and HC144A aircraft. Please respond to the following questions: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, points of contact and contract numbers? (9) If possible, any POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published at Federal Business Opportunities (FBO), www.FBO.GOV. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought notice shall be mailed to the Aviation Logistics Center, 1664 Weeksville Road, Elizabeth City, NC 27909, Attention: Richard L. Atha, Contract Specialist, MRS Division or emailed to Richard.L.Atha@USCG.mil. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Responses must be received no later than 31 May at 1600 hours (4:00 PM EDT). Firms responding to this announcement that fail to provide all of the required information cannot be used to help the USCG make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding are advised that their response is not a request to be considered for contract award.
