Description
The cover page is required for all responses. Background Information: Sandia National Laboratories (SNL) has made an initial investment in the research and development of advanced guided bullet technology. This technology is described in US Patent 7,781,709 Small Caliber Guided Projectile. SNL is seeking commercial partners who are interested in investing in the further development of this technology to create a product that could be deployed by the U.S. Military. Sandia National Laboratories is a multi-program laboratory operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation, for the United States Department of Energy's National Nuclear Security Administration under Contract DE-AC04-94AL85000. Opportunity Description: SNL is seeking a Cooperative Research and Development Agreement (CRADA) with an industrial partner with proven experience in the design, development, and manufacturing of advanced ammunition technology. The objective of this partnership would be the joint development and demonstration of a full scale prototype, moving the technology from a Technology Readiness Level (TRL) 4 to a TRL 6, as defined by the U.S. Department of Defense. Collaborators will work with SNL on the continued development and testing of advanced guided ammunition technology and will provide a clear path to commercialization/deployment of the technology through refined product design, optimization for manufacturing, and Quality Assurance. Qualified partners will contribute resources, including funds-in support to SNL, in which a minimum of $5M would be required, and in-kind support in the form of engineering staff with a minimum of a Secret DoD Security Clearance and facilities capable of handling, processing, and storing classified materials. Qualified partners will have the option to obtain, up to and including, an exclusive license to the intellectual property in a pre-defined field of use for reasonable compensation as part of a CRADA agreement. SNL will be hosting an Industry Briefing Day to discuss this Request for Information (RFI). The Briefing Day will take place on June 14, 2012 in Albuquerque, New Mexico. The Briefing Day will be limited to U.S. Citizens only and companies meeting the Mandatory Requirements below. Registration is required and attendance will be limited to the first 75 registrants with no more than two (2) representatives per company. To register for the Briefing Day please email Sarah Low at isrc@sandia.gov no later than May 31, 2012. Additional information will be provided during the registration process. Information Sought: A detailed description of relevant background experience, expertise, and capabilities that could be brought into a collaborative partnership with SNL is being sought. The following information is being requested. In addition, interested parties may provide additional relevant information as needed. •Description of experience, expertise and capabilities in the design, development, and manufacturing of ammunition. •Description of experience, expertise, and capabilities in ballistics technology •Description of experience, expertise, and capabilities in testing and measurement for ammunition development, including test ranges and data acquisition •Description of experience, expertise, and capabilities in manufacturing small parts, components, and assemblies •Description of experience, expertise, and capabilities in the development of compact optical guidance systems •Description of other relevant experience, expertise, and capabilities •Description of experience in taking technology from a TRL 3 to a TRL 6-7. •Description of past experience working with and delivering on contracts for ammunition technology to the Department of Defense. •Description of past experience partnering with Research and Development organizations such as Federally Funded Research and Development Centers (FFRDC), Universities, National Laboratories, or Government Laboratories to successfully develop and deploy products. Instructions to Responders: Interested parties that meet the Mandatory Requirements provided below are invited to respond to this RFI. Responses should be limited to ten (10) pages, not including the required cover page which is attached to this RFI. Any proprietary information should be properly identified and marked as such. Any information provided in response to this RFI will not be returned. Any and all responses are voluntary and SNL will not pay for any information submitted in response to this RFI. The attached cover page is required for all responses. Only electronic submissions will be accepted. Responses should be emailed to isrc@sandia.gov and should include the RFI title and submitting organization's name in the subject line. Attachment size should not exceed 5MB and only the following document types will be accepted (.doc,.docx,.pdf). Responses should be submitted electronically no later than 5:00 p.m. MDT on July 27, 2012. An email notification will be sent acknowledging successful receipt of the response. Evaluation Criteria: SNL will evaluate all responses and select prospective parties with which to engage in further discussions based on the following criteria, pursuant to SNL's Technology Transfer mission: Mandatory Requirements: 1.U.S. firms able to enter into a CRADA agreement with Sandia National Laboratories 2.Firms must be able to ensure products developed as a result of this partnership are manufactured largely in the United States by U.S. citizens, at U.S.-owned and controlled companies. 3.Compliance with Federal Export Control requirements per the Department of State 4.Firms capable of providing a minimum of $5M funds-in contribution to Sandia National Laboratories 5.Firms capable of providing in-kind support in the form of engineering, manufacturing, or testing staff with a minimum of a Secret DoD Security Clearance 6.Facilities capable of handling, processing, and storing classified materials Respondents to this Request for Information that do not meet the Mandatory Requirements will not be given any further consideration by SNL. Desired Requirements: 1.Demonstrated experience, expertise, and capabilities in the design, development, and manufacturing of ammunition 2.Demonstrated experience, expertise, and capabilities in ballistics technology 3.Demonstrated experience, expertise, and capabilities in testing and measurement for ammunition development, to include test ranges and data acquisition capabilities 4.Demonstrated experience, expertise, and capabilities in manufacturing small parts, components, and assemblies 5.Demonstrated experience, expertise, and capabilities in the development of compact optical guidance systems 6.Demonstrated experience developing technology from a TRL 3 to a TRL 6-7 level 7.Demonstrated successful partnering and teaming relationships with Research and Development organizations 8.Verifiable evidence of demonstrated past performance and related experience in the ability to test, manufacture, license, protect, and deliver on contracts for ammunition technology to the Department of Defense. *see section below on this requirement SNL will consider teaming arrangements where two or more companies may form a team to satisfy the Desired Requirements. Past Performance and Related Experience: Past performance is a measure of the degree to which a Responder satisfied its customers in the past and complied with Federal, state, and local laws and regulations. SNL may contact Responder's customers/references to ask whether or not the: 1. Responder was capable, efficient, and effective; 2. Responder's performance conformed to the terms and conditions of its contract; 3. Responder was reasonable and cooperative during performance; and 4. Responder was committed to customer satisfaction. In evaluating past performance, SNL may utilize any sources of factual information including sources not included in the Responder's response. In order for SNL to review Responder's Past Performance and Related Experience, the Responder must provide the following information on the two most recent projects of similar size and closely related to this technology development: 1.
