Description
The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has received a Sole Source/Brand Name Only justification for the purchase of the following two services from SPOT LLC: annual basic subscription and annual tracking for fifty SPOT GPS Messenger units. This procurement is for the acquisition of sole source/brand name commercial items using simplified procedures in accordance with FAR Parts 12 and 13. The North American Industry Classification System code (NAICS) is 517410 and the size standard is $15.0 million. These services will enable the SPOT GPS Messengers units to function and provide the following services: - SOS: emergency assistance request sent every 5 minutes with GPS location to GEOS. GEOS provides emergency rescue coordination and monitoring. This function is used in the event of a life threatening or emergency situation. Emergency services will be notified of GPS location and that assistance is needed. GEOS alerts the appropriate agencies worldwide, which may include local police, the Coast Guard or other emergency search and rescue teams. - Help: request help every 5 minutes for 1 hour from up to 10 contacts. In a non-life threatening emergency, personal contacts are notified that assistance is needed. GPS location and the HELP message are transmitted via satellite. Contacts receive an SMS text message including coordinates or an email with a link to Google Maps. - Check-In/OK: inform up to 10 contacts by phone & email of location and that everything is okay. A pre-programmed message is sent via email or SMS to up to 10 pre-determined contacts and waypoints are stored in SPOT account for later reference. - Custom message: send custom non-urgent messages to contacts. Contacts will receive an SMS text message including coordinates or an email with a link to Google Maps. - Track Progress: send GPS location every 10 minutes for 24 hours or until canceled. Only one responsible source and no other service will satisfy the USAFA requirement. SPOT LLC is the only approved service provider for these units. Any offerors believing they can provide equal services for the SPOT GPS Messenger units that meet all of the features and functionality of the required services described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide an equal product and they are authorized to enable the SPOT units. It is the offeror's responsibility to show that their service is an equal by demonstrating their service, at a minimum, has the same features and functionality of the brand name product and is compatible with the stated units. Providing brochures, specifications and/or quotes alone is not enough for the government to make a decision. The offeror should provide an understandable comparison between the two services. The Government is not responsible for developing the comparison from insufficient information provided. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a sole source/brand name procurement, and/or a competitive procurement can be conducted. A determination that equal products exist or a determination to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Responses must be received NLT 12:00 pm MDT on 22 May 2012. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
