Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the current Cost-Plus-Fixed- Fee AN/SQQ-89 ASW Combat System Design Agent/Engineering Services contract with Lockheed Martin Mission Systems & Sensors (MS2), 497 Electronics Pkwy Bldg 5, Liverpool, NY 13088-6062. This contract modification, which will result in an extension to contract N00024-07-C-5202, is required to support development and fielding of the A(V)15 Advanced Capability Build (ACB) 11 and ACB13 hosted on Technical Insertion (TI)12 hardware. The execution of these ongoing tasks will provide program risk mitigation and present a viable transition to the competitive follow-on AN/SQQ-89(V) contract award. This extension will not affect the upcoming Surface Ship Undersea Warfare (USW) Development, Integration, Manufacture, Production and Test procurement (N00024-12-R-5200). Lockheed Martin MS2 is the current design agent for and producer of the AN/SQQ-89(V) system. NAVSEA intends to award a contract modification resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as Lockheed Martin is the only contractor with the requisite knowledge and experience of the system to meet the Government's requirement within the time required. This announcement is published for information purposes only. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. The AN/SQQ-89 program provides integrated Undersea Warfare (USW) Combat Management, Fire Control, Command and Control, and On-Board Training to enable surface ships to engage USW targets. The program concept embraces open-architecture methodology to expand sensor performance through the use of common software components to achieve cost effectiveness and system efficiency. The AN/SQQ-89(V) systems are comprised of integrated subsystems that provide USW search, detection, classification, localization and weapon prosecution for surface ships in both littoral and open ocean environments. AN/SQQ-89A(V) variants provide major capability improvements through hardware and software upgrades using an Advanced Capability Build (ACB) process. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
