Description
Sensors Directorate SOSE Services Solicitation Number 5TP57110050, Modification 02 This RFQ Modification provides answers to prospective offeror's questions. Questions 1-5 were previously answered. QUESTIONS 6 - Solicitation on Page 123 of the.pdf in Section E Part 02; E.2.1 - Introduction a reference is made to the F-22 Division. Is this correct? ANSWER 6 - No. This is a error that was not found during the editing of the solicitation. Paragarph E.2.1 should be changed to read as follows: This procurement is for the purchase of administrative and various operational Advisory and Assistance Service support for the Sensors Directorate, as described in Section D, Part 2 of this solicitation. This addendum adds clarification to those paragraphs of Section E, Part 1, Instructions to Offerors - Commercial Items (FAR 52.212-1) ( hereinafter referred to as "The Instructions" ) that are referenced. This addendum also adds requirements and information that is not addressed in "The Instructions". QUESTIONS 7 - Will the Government change/revise the Solicitation by Amendment to read: (a) The technical quote shall include a complete staffing approach that identifies the personnel resources and skill sets available to fulfill the PWS requirements. "Revised ( fill in date ) to provide resumes of Program Manager only, at this time." (?) In the Solicitation on Page(s) 144 & 145 of the.pdf in Section E Part 03; SOLICITATION PROVISIONS// EVALUATION OF PROPOSALS // COMMERCIAL ITEMS - Factor 1 - Staff Technical Capabilities and Staffing Plan/Sub-Factor 1.1 - Staffing Approach in the Document Page Listing of E.3 (Page(s)- 1of7 & 2of7), the specific wording is as follows: "The Government will rely on the résumés of all proposed personnel and any other pertinent narrative information to perform this part of the evaluation." Industry wishes for the Government to "Reconsider the Requirement" of résumés of all proposed personnel for the Submission of Staff Resumes'. Will you do this? Stated Rationale: The Offeror wishes to comply fully with the requirements of Staffing Plan. However, potential employees have stated that they are reluctant to provide résumés out of fear that such exchange may in some fashion violate or cause a breach of confidentiality agreements or non-disclosure agreements that they (the potential workers) entered into with current or past employers. They site a July 10, 2008 ruling by the Montgomery County, Ohio Common Pleas Court involving an Ohio and Virginia corporations/companies engaged in the business of providing technical and professional services to the U.S. Government/Department of Defense (USG/DoD) as the reason for their reluctance to provide résumés. The ruling is currently under appeal. ANSWER 7 - The requirement is not changed. The Government has reconsidered the requirement of requesting résumés of all proposed personnel and continues to feel that it is necessary to see the credentials of all proposed employees to perform an adequate evaluation of proposals. Current or prospective employees do not need to provide confidential or proprietary information in order to adequately present their work experience on a résumé. The Government does not want, and the presentation of competencies, skills, and types of work performed should not contain, any information that would be considered confidential to a current or former employer or client or that might be covered by a confidentiality agreement. QUESTIONS 8 - The reference to Section F in the PWS, Contract-wide Objective 6 (page C-37 of 59) and in PWS Section 7-Additional Performance Requirements - Travel (page C-40 of 59) seems to be an error. Can you clarify ? ANSWER 8 - This is an error. The reference to Section F should be, and is, hereby changed to read "Paragraph D.5.4 - Data Items, Delivery Dates and Places." This paragraph D.5.4 is hereby amended to add the "Warranty" data item to be delivered "As required" to the "Air Force contract representative, as appropriate". QUESTIONS 9 - In the PWS page C-49 of 59 the government gives the credentials for a Comm & Marketing Resource Assistant-RYOX. The minimum educational requirement column indicates a BA degree and the description column indicates an MBA degree. Which educational requirement is correct ? ANSWER 9 - MBA. The Comm & Marketing Resource Assistant-RYOX minimum educational requirement column entry is hereby amended to read "MBA". QUESTIONS 10 - The education level for the admin assistant in RYWD, listed as MS/MA, is inconsistent with the high school education level required of the other admin assistants. Is this correct or is this a typographical error? ANSWER 10 - This is an error. The Administrative Asst - RYWD minimum completed level of education is hereby changed to read "HS", consistent with the minimum level of education required of the other administrative assistants.
