- Description
- The Naval Air Systems Command Headquarters Division, Patuxent River, MD intends to award a delivery order under the Basic Ordering Agreement (BOA) N00019-11-G-0001 to The Boeing Company for the procurement of forty-four (44) F/A-18A-D Follow-On-Buy (FOB) retrofit kits. Kits are required to incorporate cockpit pressure warring systems into F/A-18 A-D. The Boeing Company, the Original Equipment Manufacturer (OEM) of the F/A-18 is the only source capable of procuring, managing and storing this part to protect the life cycle in support of the F/A-18. The Boeing Company would be able to provide the retrofit kits in the required time frame. The Navy does not possess a technical data package suitable for competition. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only on responsible source and no other supplies or services will satisfy agency requirements). See Note 22. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
