- 16 May 2012 SUBJECT: SOURCES SOUGHT ANNOUNCEMENT IN CARE OF DEMILITARIZATION/DISPOSAL OF ADVANCED SEAL DELIVERY SYSTEM PROGRAM ASSETS 1. Purpose/Background. This Sources Sought Announcement is being conducted to identify companies that have the qualifications, personnel, and facilities to assist with the Demilitarization (DEMIL)/Disposal of residual Advanced SEAL Delivery System (ASDS) program assets. In November 2008, a battery fire occurred on ASDS-1 at the SEAL Delivery Team ONE (SDVT-1) compound in Pearl City, Hawaii. Following the fire all ASDS program assets were placed in long term storage in a repairable condition at various locations. United States Special Operations Command (USSOCOM) recently made the determination that it is not cost effective to repair ASDS-1 and is considering taking action to terminate the ASDS program, which will include the DEMIL/Disposal of all remaining program assets. The total population of remaining program assets is approximately 20,500 Line Items and 400,000 individual articles. These items are currently stored in two primary locations, NAVSPECWARCOM Det-Annapolis in Hanover, MD and the SDVT-1 compound in Pearl City, HI. 2. Requirements. The activity tasked to perform the DEMIL/Disposal will be required to have personnel who have successfully completed the Defense Demilitarization Program Course. The actions that will be required to complete the DEMIL/Disposal will include but are not limited to: Review and validate the assigned DEMIL code of all items with an assigned National Stock Number (NSN). Assign a local NSN & DEMIL Code for all items that do not have an assigned NSN (approximately 7,500 Line Items currently do not have an assigned NSN). Determine which parts can be returned to the Supply System; made available to other USSOCOM/NAVSPECWARCOM activities; transferred to another activity designated by the Government for continued storage; or turned over to the Defense Reutilization and Marketing Office (DRMO). Complete actions required to prepare the material for DRMO (e.g. drain/flush system fluids; complete/partial destruction of sensitive/classified items; removal of part numbers, serial numbers & name plate data; and partial/full disassembly of some components). Prepare and ship components to one of the following: Supply System; other designated USSOCOM/NAVSPECWARCOM activity; or local DRMO. 3. Response: Respondents should submit responses in hard copy and electronic format. Responses should be limited to 15 pages and should include the following: Name, address, phone number, and POC with email. Description of company s experience & capabilities with DEMIL/Disposal of Military components/systems. Response should include 3 examples of experience with other programs. Capability to provide personnel and equipment to support this disposal in various locations throughout the United States. ROM Cost and Schedule estimates to complete the DEMIL/Disposal effort, including assumptions utilized to develop these ROM estimates. Ability to support this DEMIL/Disposal effort in the near term. The Government may use the information provided in response to this Sources Sought to support the development of a Request for Proposal (RFP) for this effort. This Sources Sought does not constitute a commitment by the Government to issue an RFP, Contract, or Order.
