- NOTICE OF INTENT TO AWARD SOLE SOURCE: Arnold Engineering Development Center (AEDC), Arnold AFB TN, intends to award a sole source contract to Hottinger Baldwin Measurements, Inc. (HBM), 19 Bartlett St., Marlborough, MA 01752-3014. This requirement is for purchase of a high-speed Hottinger Baldwin Measurements, Inc. (HBM) data acquisition system upgrade to an existing system. This HBM high-speed data acquisition upgrade consists of the following: GEN16t Rack Mainframe with 16 slots - The 16 slots allow fifteen 25 mega samples per second (MS/s) 4-channel data acquisition cards (with one slot for Master/Slave module): for a maximum of 60 channels. The mainframe is controlled with the existing Tunnel 9 GEN5i system through the master/slave module described next. Master/Slave Module - 2 each to synchronize the GEN16t to the existing GEN5i. Absolute timing, Trigger, and Start/Stop of the recording are automatically distributed using fiber optic cables to avoid grounding problems or noise/RFI issues. Up to eight slave mainframes can be connected to the master mainframe to allow for future expansions (up to 480 channels). Data Acquisition Card - The 4-channel 25 MS/s differential input card offers a 1 mega ohm input impedance, +/- 20mV to 100 V input range, a 15-bit analog to digital conversion, a 6th order Bessel low pass filter at 10 MHz and various configurable digital filters. Software - Perception Option: Multiple Mainframes Single License for the simultaneous control of multiple GENDAQ mainframes with the existing Perception software installed on the existing Tunnel 9 GEN5i. Miscellaneous - Connection cable for Master/Slave and fiber optic cable for synchronized recording. This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of an acceptable product by submitting an accurate description of the equipment offered, make and model numbers of the equipment, pricing data, and warranties. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by 2:00 p.m. CST on 31 May 2012, a contract will be negotiated with the above named source.
