Description
Mission and Installation Contracting Command, Fort Lee, Virginia, intends to award, on a sole source basis, in accordance with 10 USC 2304(c)(1) and FAR 6.302, a contract to Eid Passport, Inc, 10450 SW Nimbus Ave., Portland, OR 97223 for the RAPIDGate RCX Program in providing Enterprise identity management and installation access control for vendor, contractor, sub-contractor, supplier, and service provider personnel entering secured facilities. RAPID-RCX integrates with RAPIDGate and provides a scanning and list matching capability to better manage those persons presenting CAC and Teslin, US State and Canadian Provincial issued Driver's License (DLs) and Identification (IDs) at Access Control Points (ACPs) and/or Visitor Centers. RAPID-RCX provides the capability with a single handheld, scan, read and verify a wide set of identifications i.e. Common Access Card (CAC), Retired Military IDs, and Military Dependent IDs. COST includes four (4) handheld Scanners per each ACP; there are six (6) ACPs requiring a total of 24 scanners. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Award of this requirement will be in accordance with Section 4202 of the Clinger-Cohen Act of 1996. If you know your firm possesses the ability to provide this service, you must respond by demonstrating your firm's technical capability to meet the requirement. If no affirmative written response is not received, this requirement will be awarded without further notice. Detailed capabilities must be submitted to the e-mail address provided below not later than June 13, 2012, 1200PM Eastern Time.
