- This project is for the design and build of two (2) new substations, three (3) substations to be refurbished/renovated, one (1) new switchyard, and 50km of 20kV distribution lines. The new substation construction will be at Maiwand and Sangin South. The refurbishments/renovations will be at Sangin North, Pashmul, and Kajaki Dam and a new switchyard at the existing Tangi substation. One leg of the 20kV line will originate at the Kajaki Dam substation and route to the Tangi switchyard. A second leg will originate at the dam and route to and throughout Kajaki Village. New 110KV Transmission line taps to, and connections for, each substation will be completed by the contractor. The Contractor shall provide interim and final design services for components of the Southeast Power System (SEPS) at Helmand and Kandahar Provinces including all physical inspections and assessments of the existing system of the following items: New construction for two substations Refurbishment/renovation of three existing substations New switch yard at the existing Tangi substation 110KV transmissions line to and connections for the all substations 50km of 20KV distribution lines Optional work to include: A)The repair of the following: 1.The 110KV transmission lines from the Kajaki substation to the Sangin South substation. 2.The 110KV transmission lines from the Sangin South substation to the Durai Junction substation. 3.The 110KV transmission lines from the Durai Junction substation to the Lashkar Gah substation. 4.The 110KV transmission lines from the Durai Junction substation to the Breshna Kot substation located in Kandahar City. 5.Installation of overhead ground wire along the entire length of the existing 110 kV route. B)New work options include: 1.New substation at Musa Qal'eh. 2.New 110KV transmission line from the Kajaki substation to the new Musa Qal'eh substation (to include an overhead ground wire). NOTE: Due to other project requirements and acquisition efforts, the work associated with the Helmand Province may be deleted from the solicitation requirements prior to issuance of the solicitation. If this should happen an amendment to this synopsis will be published before the solicitation is issued. The applicable NAICS code is 237130 ($33.5M small business size standard). The solicitation will be unrestricted/full and open. The resulting contract shall be for 550 days (including any optional bid items that may be awarded). The magnitude of this project is between $25,000,000 and $100,000,000. The closing date will be contained in the solicitation and any solicitation amendments that may be issued.
