- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the FAR (Federal Acquisition Regulation) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation requested; proposals are being requested and a written solicitation will not be issued. Solicitation #W911S6-12-T-0016 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. This solicitation is set aside for Service-Disabled Veteran-Owned small businesses under NAICS code 811310. All firms responding must be registered with the Central Contractor Registration (CCR). North American Industrial Classification Standard 811219 ($7) size standard in millions of dollars applies to this procurement. Description: The Mission & Installation Contracting Command - Dugway Proving Ground office is contemplating the procurement of services for quarterly preventative maintenance visits and required repairs for five generators located at Dugway Proving Ground, UT. The period of performance consists of a one-year base period and two one-year option periods. Option periods are subject to the availability of funds in accordance with FAR 52.232-18. Performance Work Statement: 1. General: This is a non-personnel services contract to provide quarterly generator preventative maintenance and repair for generators located at Dugway Proving Ground, UT (DPG). The generators to be maintained under this contract are listed below in section 1.3.1. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform quarterly generator preventative maintenance and repair as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract. 1.2 Background: SPD has five fixed emergency generators at various buildings and test articles on DPG which require quarterly maintenance to ensure they are ready for intermittent and extended power outages. 1.3 Scope: These are non-personal generator mechanic services that require a qualified technician. Services shall include a detailed report of the work accomplished, results of all tests and recommendations along with a price of any work that needs to be performed that is not covered under quarterly preventative maintenance (refer to sections 1.3.3.d and 1.3.5). The contractor shall accomplish these services in such a way to ensure a minimum success rate of 95% of generator functionality during power outages. 1.3.1 Equipment List: a)MTU Detroit Diesel 1500 KW Generator - S/N 179324-1-1-0109 - located at Ditto Building 4112; b)MTU Detroit Diesel 500 KW Generator - S/N 179409-1-1-1008 - located at Yellowstone Facility at WIG; c)Cummins Power 350 KW Generator - S/N L080227271 - located at Mustang Village at WIG; d)Cummins Power 500 KW Generator - S/N J030560409 - located at Georgia site at Granite; e)Groupe Electrogene 127.2 KW Generator - S/N JS150U05008627 - located at Ditto Building 5239. Note: The Government reserves the right to add and remove equipment as necessary. Additions or deletions will be negotiated equitably with the contractor. 1.3.2 Quarterly Preventative Maintenance : The Contractor shall perform preventative maintenance on the generators included in this contract in such a way to ensure generator functionality during power outages 95% of the time. At a minimum, quarterly preventative maintenance visits shall include the following: a)Check oil and change IAW manufacturer's recommendations b)Inspect generator for oil, coolant leaks and repair leak as necessary c)Inspect all belts and replace as necessary d)Inspect charging system and battery status to include electrolyte levels and correct any deficiencies e)Check battery posts and cables for corrosion, clean as necessary f)Check unit cables and connections for corrosion and proper torque clean or tighten as necessary g)Operate generator measuring voltage and frequency making any necessary adjustments to optimize generator efficiency h)Ensure coolant level is appropriate IAW manufacturer's recommendations and test coolant for proper mixture i)Inspect generator for any loose equipment and repair or tighten as necessary j)Inspect oil filter and change IAW manufacture's recommendations k) Drain water from the fuel line separator if equipped with one l)Inspect air filter and replace IAW manufacturer's recommendations m)Check air inlets and outlets for debris and clean as necessary n)Check engine valve clearance and adjust as necessary o)Test the engine and transfer switch safety devices and repair or adjust as necessary p)Initiate an automatic start and transfer to the site load and run under load for at least an hour looking for leaks, loose connections, and or abnormal operating conditions 1.3.3 Emergency Callout Visits: The contractor shall provide emergency callout service within 24 hours of the notification by the Government (Contracting Officer or Contracting Officer's Representative (COR)). The contractor shall respond on-site to Dugway Proving Ground, UT and perform the following tasks: a)Troubleshoot generator problem b)Diagnose generator problem c)Reestablish generator functionality (if no unforeseen parts and labor are required which would necessitate providing a report and obtaining approval from the Contracting Officer (KO) to proceed) d)If repair is needed to bring the generator to full functionality, the contractor shall provide a written report within 24 hours describing the work required to include estimated costs of labor and parts. Repair labor and parts required to bring unit up to operating status during an emergency callout visit must be approved by the Contracting Officer or COR prior to making the repair to ensure funds are available. The contractor shall not provide non-preventative maintenance related parts or labor without the approval of the Contracting Officer identified in the contract. This is a requirements contract line item. Task orders will be issued to initiate a task under the emergency callout visit line item. It is estimated that at least one emergency callout visit will be required annually, but no minimum or maximum number of visits are guaranteed under this contract. 1.3.4 Generator Repair: Contractor shall provide parts and labor as required to bring generator unit up to operating status, to include replacing batteries, within 72 hours of notification of approval by the Contracting Officer to proceed.. This is a requirements contract line item. Task orders will be issued to initiate a task under the generator repair line item. It is estimated that at least one repair will be required annually, but no minimum or maximum number of generator repairs are guaranteed under this contract. Contractor shall complete pricing schedule included in full text within this document. Labor rate quoted in pricing schedule shall be utilized in future task orders issued under the generator repair line item. All repairs must be approved by the Contracting Officer prior to beginning the repair work. 1.3.5 Reports: Contractor shall provide written reports to the COR within 7 days of performing preventative maintenance service, emergency callout visits, and generator repair visits describing the work performed. 1.4 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The period of performance will begin upon contract award and is expected to be approximately as follows: Base Year: July 1, 2012 - June 30, 2013 Option Year 1:July 1, 2013 - June 30, 2014 Option Year 2:July 1, 2014 - June 30, 2015 1.5 Personnel Reporting System: Personnel reporting in accordance with the Department of the Army Personnel Reporting system incorporated by full test within the clause section of this document.
