Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Cell Biology (LCB) plans to procure on a sole source basis with ProteinSimple 3040 Oakmead Village Dr, Santa Clara, CA 95051 for a service contract for two NanoPro 1000 (SN MV-0210 and MV-0211). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19M. Period of performance is for nine months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Collaborative Protein Technology Resource (CPTR) Core 37 Facility supports the NIH and CCR communities by providing instrumentation and expertise to perform state-of-the art capillary based isoelectric focusing immunoassays in the NanoPro 1000. The laboratory currently houses two (2) proprietary NanoPro 1000 instruments. These instruments are in daily use and are the primary research tools in the core facility. In order for NCI to provide these services these instruments need to be kept in optimal condition with scheduled preventive maintenance and quick response times for instrument repairs. It is also critical that these instruments are kept up to date with software updates. The NanoPro 1000 and its software are proprietary and are only available through ProteinSimple. ProteinSimple holds the patent to this technology and only ProteinSimple is qualified to service this equipment. They are also the only company that can provide the CPTR core facility with technical and software support including software updates. Contractor shall perform two (2) preventive maintenance inspections during the contract period. Service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided on an unlimited basis during the term of this contract. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts. Parts shall be new or re-manufactured to original equipment specifications. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 29, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
