- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W25G1V-12-R-0040 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 326199 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-06-14 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be TOBYHANNA, PA 18466 The APG - Tobyhanna requires the following items, Brand Name or Equal, to the following: LI 001, Brand Name or Equal Specification ECS Composites Loadmaster Case, PN: #85105817000, Modified to meet specifications per attached Statement of Work including warranty., 211, EA; LI 002, OPTION 1 for Additional Quantity to be exercised within one (1) year from the date of award - Brand Name or Equal Specification ECS Composites Loadmaster Case, PN: #85105817000, Modified to meet specifications per attached Statement of Work including warranty., 101, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, APG - Tobyhanna intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Tobyhanna is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 90 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. EFFECTIVE JAN 2005, all offerors are required to use Online Representations and Certifications Application (ORCA) to respond to federal solicitations. To register in ORCA, please go to www.bpn.gov/orca. You must be active in the Central Contractor Registration (www.ccr.gov) and have a Marketing Partner Identification Number (MPIN), to register in ORCA. Failure to register in ORCA may preclude an award being made to your company. Delivery is FOB Destination, Tobyhanna Army Depot, Tobyhanna, PA 18466. A minimum of 25 each must be delivered per month in order for Tobyhanna to meet production goals. Accelerated delivery at no additional cost to the Government is authorized and encouraged. Partial shipments are also authorized. Contractor must propose specific delivery time as part of the competitive offer. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated in Attachment 1: FAR 52.212-1, Instructions to Offerors - Commercial Items, and FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. The selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at http://farsite.hill.af.mil/ Offeror shall provide detailed information in the format described below, for (3) three efforts performed during the past 3 years, which are relevant to the efforts required by this solicitation. The efforts performed must be similar in scope and dollar value to the Tobyhanna requirement in terms of equipment supplied: (1) Government Agency or Company Name and Address; (2) Customer Point of Contact (POC) and Position within the Company/Agency; (3) Customer POC telephone number; (4) Customer POC Verified E-mail Address; (5) Contract or Sales Number; (6) Date of Contract or Sale; (7) Dollar Value of Contract; (8) Place of Performance; (9) Period of Performance; and (10) Description of Equipment Provided. This requirement is being procured under the requirements of a Small Business Set-Aside. Only business certified as a small business under the NAICS 326119 with a size standard of 500 employees will be eligible for award. Refer to Attachment 1 for clauses and provisions regarding small business set-aside requirements. Technical proposals will be evaluated on a pass/fail basis. A technical proposal must be included with the submitted offer and specifically demonstrate the ability of the contractor?s proposed case meet all specifications detailed in the Statement of Work (Attachment 2). Offers which do not include a detailed technical specification proposal of the transit case will be considered incomplete and may not be considered for award. After written technical proposals are evaluated, the Government reserves the right to request one (1) sample transit case if necessary to conduct further technical evaluations. Samples, if requested, will only be requested from offerors determined to be in the competitive range. Inspection of a sample will be pass/fail. Upon request, one sample transit case shall be sent to Tobyhanna Army Depot, 11 Hap Arnold Blvd, Tobyhanna, PA 18466 within ten (10) calendar days of the request. Contractor is responsible for all costs associated with shipment of the sample to and from Tobyhanna Army Depot. See FAR 52.212-2 - Evaluation - Commercial Items in Attachment 1. TECHNICAL EVALUATION AND PRICE ARE REPRESENTED AS APPROXIMATELY EQUAL IN IMPORTANCE IN THIS EVALUATION. Award will be made to the firm which submits the lowest priced technically acceptable proposal that is determined to be responsible based on past performance references provided. See FAR 52.212-2 - Evaluation - Commercial Items (Attachment 1). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option. See FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Item (Attachment 1). The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the contract. The Contracting Officer may exercise the option by written notice to the Contractor at least sixty (60) days prior to the date that is exactly one (1) year from the date of contract award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
