Description The National Cancer Institute (NCI), Center for Cancer Research plans to procure on a sole source basis with BD Biosciences of 2350 Qume Drive San Jose, CA 95131-1812, a service agreement for a government-owned BD Pathway 855 microscope. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 811219 and the business size standard is $19 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from 13 JUNE 2012 to 12 JUNE 2013. It has been determined that there is no opportunity to acquire Green Products or Services under this contract. The Laboratory of Molecular Pharmacology requires a service agreement for the Pathway 855 Biolmager. The Pathway 855 consists of a spinning disk confocal microscope with a computer controlled robotic microscope stage inside an environmental enclosure to enable live-cell experiments. This coupled to a computer controlled dual filter assembly to select particular absorption and emission wavelengths from two high intensity lamps. The acquired images are recorded and automatically analyzed by proprietary software. The Pathway 855 is integrated with a robotic arm to change slides automatically and unattended. The recorded images are taken with multiple filter pairs for chosen wavelengths that are changed robotically. The images are stored and analyzed automatically according to presser scripts. The analysis software is sophisticated shape recognition routines that pick out certain biological structures which are catalogued for the researcher. The proper operation of this facility depends on strict maintenance and operation of this equipment. In addition, regular preventative maintenance and correction of technical problems, it is also necessary to upgrade the Pathway Attovision software that is used to run the confocal and collect images. This facility is used by every member of the Laboratory of Molecular Pharmacology as well as a number other researchers in the NCI. Therefore, a service and maintenance agreement is critical to keep the microscope functioning properly and, if out of service, needs to be repaired and returned to service quickly and efficiently. NCI has determined that the instrument's manufacturer, BD Biosciences, is uniquely qualified to provide the required service agreement. BD Biosciences holds multiple patents on this instrument and is the only known vendor qualified to provide software revisions to the proprietary software. In addition, the manufacturer is the only known vendor qualified to meet its service requirements and provide replacement parts. For the aforementioned reasons, BD Biosciences is the only known source for this requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 29, 2012. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
