Description

Brand Name Justification NOTICE OF INTENT TO AWARD ON SOLE SOURCE/BRAND NAME BASIS The Department of Education, Federal Student Aid (the Department), intends to solicit on a sole source basis under the authority of FAR 13.5 to Chicago-Soft Ltd (Chicago Soft), (current holder of contract), 4757 N. Hermitage, Chicago, IL 60640-4401. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Chicago Soft is the sole developer and supplier for MVS/Quick-Ref Software and is the only company that can provide the software maintenance needed. The Department intends to award to a base year and two one (1) year options to Chicago Soft for MVS/Quick-Ref software maintenance. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than the closing of this posting. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
