- The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to negotiate, on a sole source basis with Hopewell Designs, Inc. for an Industrial Grade X-Ray Machine. X80-225-E X-ray beam irradiator system, 225 kV, electrical control; FltApp-10-7 Filter Aperture Wheel Assembly, No Filters, 6 Lead Apertures; Filt Beam Code Beam codes; T20-2-A Linear positioning system, 2 axis, automatic, (X) 2.5 m x (Z) 30 cm; R-axis-A Rotational axis, automatic; Installation Service including travel expensesHopewell has demonstrated that they can design an irradiator system from bottom up specifications to a fully integrated and robust irradiator with appropriate radiation shielding, and automated irradiation control with built-in monitoring of the safety interlocks of the irradiator and of the irradiator room access that provide adequate fail-safe engineered controls that protect the operator from being exposed from potential radiation exposure should a safety interlock be breached. This has been demonstrated from the procurement, design, manufacture, installation and system integration of the 137Cs irradiator system initially designed and installed by Hopewell. DOE is unaware of any other vendor/source that provides this comprehensive service of irradiator system design and engineering from conceptual design of an irradiator system to include construction, installation of equipment, testing, customization of the irradiator system and software to the specification and needs o f the customer that includes monitoring of the irradiator room and irradiator device safety interlock systems and automation of the irradiator control software, as a single issued product. Accordingly, this acquisition is being done under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Supplier will manufacture, deliver, and install a fully automated x-ray irradiator system to the DOE that will be integrated with the DOE?s current automated irradiator control system. The Supplier will integrate the x-ray irradiator system to dump irradiation data to the current DOE database already in use by the DOE, and generate the same irradiation reports as currently provided to the DOE. As a minimum, the Supplier will include all the features of the current irradiator control software screen on the new irradiator screen as well as the monitoring of the automated positioning system x, z and R axis. The Supplier shall provide a description of the unit and explain how it meets our requirements. The supplier will also install and test to show functionality prior to our final acceptance. The period of performance for installation of the x-ray machine at DOE Idaho Building CF-638 should be completed not later than July 3, 2012, which is ahead of the fall test session so acceptance testing can be performed as well as proficiency testing with National Voluntary Laboratory Accreditation Program (NVLAP). In addition, NVLAP may require an onsite assessment to verify readiness and acceptance before being ?officially? put into service. The Purchaser will communicate with NVLAP on these details regarding acceptance and recognition by NVLAP in order to maintain accreditation to ISO/IEC 17025 requirements. The DOE requests the Supplier to perform the irradiator design, manufacture and installation with the July 3, 2012 installation date as a deadline. Product data of all components procured by manufacturer/catalog/make/model information, and incorporated into the design shall be provided. Supplier shall provide a copy of their QA Program for review prior to fabrication/manufacturer of the x-ray irradiator system. A detailed plan of all installation, inspection, and test activities with reference to procedures applicable to each sequence shall be provided for incorporation or contractor hold points. Installation, inspection and test procedures required to verify conformance to specification requirements including all special process procedures shall be submitted. The Supplier shall package and ship (FOB Destination) the x-ray irradiator system using commercial best practices in such a way that damage will not occur to any of the system components. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to the response due date. Responses are required to be submitted before May 23, 2012, 1:00 p.m. Mountain Time via e-mail to applonsd@id.doe.gov. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. You must also furnish your business size information; NAICS 334519; size standard anticipated for this acquisition is Small Business. The complete Statement of Work (SOW) is available upon request. The SOW will be sent via email. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
