- J&A JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Competition Advocate of the Procuring Activity hereby approve use of other than full and open competition for the proposed contractual action pursuant to the authority of the Multiple Award Schedule (MAS) Program. The primary statutory authority for the MAS program are Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). i. Identification of Agency and Contracting Activity. This is a limited sources justification for a TRICARE Management Activity, Contract Operations Division (COD)14501 George Cater Way Chantilly, VA 20151 acquisition, under the authority of the Multiple Award Schedule Program. The Contracting Activity responsible for this action is the Contract Operations Division, Falls Church, VA. ii. Nature/Description of Action The action being approved is for a new FFP contract using O&M funding. iii. Description of Supplies/Services/Estimated Value Chesapeake Security Service Company Cansec Maestro access control system and Aiphone System iv. Identification of the Justification Rationale In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Chesapeake Security Service Company has installed access control systems for the Falls Church Skyline complex where COD is currently located. In order to provide a smooth transition and to save time and money for the government, Chesapeake is the company COD will need to use to have the access control system installed so the current access badges employees have will be compatible and continue to work at both locations (Chantilly and Falls Church). v. Best Value Determination The Contracting Officer hereby determines that this action represents the best value to the Government in accordance with FAR 6.302-1 (C) (ii) (B) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in - Unacceptable delays in fulfilling the agencies requirements. vi. Market Research The access control system must coincide and be compatible with the current system in place at the Falls Church/Skyline complex. vii. Other Supporting Facts N/A viii. Actions Taken to Remove Barriers to Competition Offering any other company to install the access control system will incur further cost to the government and excess badges for employees.
