Description
Advance Notice for the Naval UAS Interface Control Working Group (ICWG) Industry Day 1. This is a special notice to industry inviting attendance to the Naval UAS Interface Control Working Group (ICWG) Industry Day. The government seeks continued involvement of industry in defining open systems interfaces for Naval UASs. This Industry Day is the initial meeting to include industry in this process. The government does not intend to award a contract on the basis of this invitation nor pay for participation. Written or email inputs or unsolicited proposals will not be accepted. 2. The Program Executive Office for Unmanned Aviation and Strike Weapons (PEO (U&W)) Common Standards and Interoperability (CSI) Office is leading a multi UAS Program Interface Control Working Group (ICWG) chartered to define open interface profiles for UAS programs within the PEO (U&W) portfolio. These open interface profiles are intended to increase interoperability, decrease the cost of adding capability to the war-fighter, and encourage innovation. 3. The ICWG is in the process of developing open interface profiles that are configuration managed by the Government to be implemented in Naval Programs of Record (POR). Specific implementations of the interface profiles will be in accordance with individual program requirements and is the responsibility of individual POR Programs Managers. 4. In order to begin the process of defining interface profiles coordinated across Naval UASs, the Naval UAS ICWG first met in March 2011 and outlined top-level objectives. These objectives include: • Expand the potential for interoperability solutions by fostering free and open technical exchange. • Resolve technical issues at the lowest possible level, but provide higher level processes for Technical Issue Resolution and Program Risk Mitigation. • Retain ownership of all processes, products, and procedures within the governing authority of PEO (U&W). 5. This special notice invites industry participation in the Naval UAS ICWG. All participation will be unclassified and nonproprietary. Furthermore, information exchanged must not assert intellectual property rights nor contain export-controlled information. The Naval UAS ICWG and its consultative body include, or may include, individuals from varied industry, academic, and government organizations. Any or all participants may be present during any of the discussions or meetings, so participants should plan to conduct discussions accordingly. Any information provided in discussion may be further discussed with any of the participants; all ICWGs will be open forums. Details related to ongoing or possible future acquisition activities or plans within the Navy will not be discussed. Government and Industry participants in the ICWG are reminded to take all responsible steps to avoid potential organizational conflicts of interest (OCI) that may prevent industry participation in future competitive acquisitions. (FAR 9.5) 6. To facilitate communications and input from interested parties, a Naval UAS Interface Control Working Group (ICWG) Industry Day will be held 7 June 2012 from 8:00 am till 12:00 in California, MD. The government will present an overview of the Naval UAS ICWG objectives and planned working group activities. Industry is then invited to participate in a series of ICWGs to address specific topics and challenges facing the working group. The next ICWG is scheduled for 21 June 2012 in California, MD. 7. All parties interested in participating in Industry Day must register on or before 1 June 2012.
