- The U.S. Department of Energy (DOE) intends to award a sole source contract to Oxford Economics to provide access to the Oxford Global Economic Model (GEM) and the Oxford Global Industrial Model (GIM). The GEM will provide forecast for 21 developed countries; 25 emerging markets and six (6) regional blocks. The GIM will provide projections for 100 sectors across 67 countries. The proposed subscription with Oxford Economics will be for one year. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with Oxford Economics, then they should submit a capability statement and pricing information for the requirement by May 30, 2012 at 4:00 PM via email to Michael.Thomey@Hq.Doe.Gov. A determination by the Government to compete this proposed contr act based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
