- SOLICITATION NO. W9128F-12-R-0021 On or about 30 May 2012, this office will issue a Request for Proposals (RFP) for design and construction of the FY12 13th CAB Barracks, PNs 77264 & 77265, located at Fort Carson, Colorado. The solicitation will close on or about 3 July 2012. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site of the proposed work should contact John Offen at the Fort Carson Restationing Resident Office, U.S. Army Corps of Engineers, Telephone: (719)526-0518, or cell: (719) 314-8787. A tentative pre-proposal conference date has been scheduled for 5 June 2012. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See PRE-PROPOSAL CONFERENCE in solicitation Section 00 21 00. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) An Unaccompanied Enlisted Personnel Housing (UEPH) facility that will house 994 soldiers and is intended to be similar both functionally and technically to apartment-type housing in the private sector. The soldier's room shall include, but not be limited to private sleeping areas, walk-in closets, a shared bathroom, and kitchenette. Additional facility and functional support amenities shall be provided as outlined in the project Scope of Work. The varying components for this facility will be building occupancy requirements, regional soils and climatic conditions, facility structural considerations, HVAC systems, and the exterior architectural features. Given these requirements, the design and configuration of the overall building(s) will vary as required to meet project specific requirements. In addition to the UEPH facility, this project will include the design and construction of a Consolidated Boiler/Chiller Facility that will be a separate structure in and of itself. The Consolidated Boiler/Chiller Facility will be designed to provide the necessary boiler and chiller capacity for all of the 13th CAB facilities. The facility is intended to be similar to a central boiler/chiller plant facility for an office park or small college campus in the private sector. Specific sizing parameters for the facility will be provided in the RFP. The estimated construction cost of this project is between $90,000,000 and $100,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work in the proposed number of calendar days (Not To Exceed 540 calendar days) after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
