Description
The Centers for Disease Control and Prevention, Hyattsville, MD, intends to award a contract on a sole source basis to Hematology Beckman Coulter, Inc. for three UniCel DxH 800 Coulter Cellular Analysis Systems Model 628134. Description: (a) The hematology analyzer must provide the capability to run automated closed tubes, manual closed tubes, and manual open tubes and have one single aspiration pathway, regardless of presentation mode, from point of aspiration to result. (b) The hematology analyzer must have an aspiration volume of no greater than 165uL in any mode. (c) The hematology analyzer must be able to accommodate multiple sized tubes in a single cassette. The cassettes must conform to CLSI standard for automation efficiency. (d) The hematology analyzer must have the capability to automatically repeat or reflex samples, without manual intervention, by use of user defined decision rules and without the need for additional hardware or middleware. (e) The hematology analyzer must have a maximum of five reagent packs for CBC, Differential, Reticulocyte and nRBC analysis. All reagent containers must be 10L size or smaller. All reagents must be able to be changed while the instrument is running. (f) The hematology analyzer must directly measure (versus calculate) each leukocyte population and MCV in order to provide more accurate results. (g) The hematology must have no hands-on routine daily maintenance. (h) Vendor must provide 24x7 service coverage and perform a verification procedure each time the analyzer is moved. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(2)(i), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. The Government will review all responses, without prejudice whether or not the Government initially determines that another firm is fully qualified to fulfill the U.S. requirement.
