- DOE-STD-3013 Requirement/Specifications The US Department of Energy seeks qualified small business sources capable of manufacturing commercial DOE 3013 stainless steel inner cans and lids in accordance with requirements/specification and DOE-STD-3013 attached. The Department of Energy (DOE), National Nuclear Security Administration (NNSA), intends to issue a request for proposal later this year and may be followed by a bidders' conference briefing at the Savannah River Site in Aiken, SC. Contract award is contemplated by January 2013, with an initial delivery of 220 cans by September 2013. It is anticipated that the solicitation will be conducted as a Small Business Set Aside; however, depending on the response to the Sources Sought, it could be a Full and Open Competition. In addition, a First Article Testing and Approval in accordance with FAR 9.3 will be required. A five year indefinite delivery/indefinite quantity (IDIQ) contract is anticipated, with a base year and four one year renewable options. The primary NAICS code used for this Sources Sought is 332431, however, there are two other possible NAICS codes that may be used depending on what correlates with the specification attached to this Sources Sought: 332710 Machine Shops and 332420 Nuclear Waste Casks, heavy metal gauge metal manufacturing. Please submit expression of interest in your own format to include documentation of corporate capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COST INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The target date for contract award is before January 2013. The total term of the contract will be five years. Contractors must be capable of supporting multiple phased procurements with a total estimated fabricated quantity of 3100 cans and lids. The contractor shall have a Quality Assurance (QA) system that satisfies the requirements of ASME NQA-1-2008/2009 addendum Quality Assurance Requirements for Nuclear Facility Applications. Contractors must be capable of constructing the cans by using the precision flow forming fabrication process except where secondary operations are required per the specification. Interested small business concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities (SOC), no later than June 20, 2012 (3) Determination of Commerciality (4) if on a GSA Schedule. This effort will last 5 years possibly seven years. The expression of interest shall state whether the concern is a Small Disadvantaged Business, HUBZone Business, Woman-Owned Small Business, Veteran Owned Small Business, and shall not exceed two (2) pages. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19 and clause 52.219-14, Limitations on Subcontracting. The SOC shall not exceed ten (10) pages and shall include the interested firm's complete mailing address, point of contact (name, telephone number, and e-mail address). The SOC shall list the prime contract Environmental Impact Statement (EIS), Environmental Assessments (EA) and Environmental Report (ER) document (and significant subcontractor) support work performed since Feb 2003 including the (1) EIS, EA, and ER document title and a brief description, (2) name and address of the contracting activity, (3) name and telephone number of the contracting officer's technical representative and (4) prime contract number. In addition, the contractor shall provide a brief narrative that demonstrates the company's capability to perform the requirements contained in this Sources Sought Synopsis, requirements/specification entitled Standard Procurement Specification, and DOE-STD-3013. Only electronic copies of the expression of interest and SOC sent to tamra.mapalo@nnsa.doe.gov will be accepted.
