- This modification is being issue to document written contractors questions and Government answers during the open response time. 1. Question: Is there a scheduled pre bid meeting for the IDIQ / JOC sol.# N624731R2805 Answer: At this point, this is only a Sources Sought announcement. 2. Question: I have already responded via FedBizOpps but thought I would also forward you information on my company including my card, capabilities statement and some P.R. Please advise if you require anything additional. Answer: Please go back to FedBizOpps and provide me the "SOURCES SOUGHT - CONTRACTOR INFORMATION FORM" with your information. 3. Question: I was hoping you could help me clarify the different between a Job Order Contract (JOC) and a MATOC. I noticed that this Sources Sought is for a JOC, and I want to be sure I understand the term as I prepare our Sources Sought. Answer: Under the MATOC, you are always competing with a small group of contractors for every new action the Government solicits, and the task order award will probably be based on low price/technically acceptable. For JOC, only one contractor will own the contract. Then the Government issues task orders for new actions using a fixed price coefficient markup, and the Government and the contractor will negotiate pre-priced line items from books such as the RSMeans Facilities Construction book to perform the new work. 4. Question: FedBiz webpage for this solicitation indicates "Contractors must respond within 24 hours to participate in site visits and other onsite project related meetings." Does this refer to requirements of the IDIQ or to the sources sought requirements? Please clarify. Answer: For clarification, "Contractors must respond within 24 hours to participate in site visits and other onsite project related meetings" will be a contract requirement, such as we could issue an RFP today and we will need you to be onsite tomorrow. The response date to the sources sought notice is May 11, 2012. 5. Question: 1. Is this project considered a new requirement? 2. If this project is not considered a new requirement; a. Who is the incumbent? b. What is the contract number? c. What was an estimated value? Answer: This is a new requirement. 6. Question: Following up on sources sought for JOC. Couldn't identify what info you require. Is there a questionnaire? Answer: At this time only the Sources Sought Information form.
