- NOTICE DETAILS Solicitation#: FA4418-12-R-0004 (Supersedes/replaces previous Pre-Solicitation Notice for FA4418-11-R-0003) Title: JOINT BASE CHARLESTON WEAPONS STATION SABER IDIQ Description: Pre-Solicitation Number: FA4418-12-R-0004 Notice Type: PRE-SOLICITATION Synopsis: THIS A PRE-SOLICITATION NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST FOR PROPOSAL This notice is posted in accordance with FAR 5.2 and 36.213-2 Project: Simplified Acquisition of Base Engineering Requirements (SABER) Solicitation Number: FA4418-12-R-0004 (Supersedes/replaces previous Pre-Solicitation Notice for FA4418-11-R-0003) The scope of this project consists of furnishing all materials, equipment, and personnel necessary to design, manage and accomplish individual projects under the purview of Joint Base Charleston - Weapons Station, Goose Creek, SC. During the contract period, Base Civil Engineers will identify construction tasks and the Contracting Officer will negotiate and issue task orders for repair, alteration, and/or new construction. The work involved may include, but is not limited to minimal design for carpentry, concrete, excavating, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, masonry, and welding. This requirement is restricted as a 100% HUBZone competitive set-aside pursuant to FAR 19.1305. The estimated contract value is between $100,000.00 minimum and Not-to-Exceed $45,000.000.00 for the life of the contract (Base year plus four (4) option years). The minimum task order will be $3,000 and maximum $750,000.00 per task order. The NAICS Code is 236220. The Size standard is $33,500,000.00. In accordance with FAR 4.1102 and DFARS 252.204-7004, contractor must be registered in the Central Contactor Registration (CCR) prior to award of a contract. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. SPECIAL REQUIREMENT/CONCERNS: The Simplified Acquisition of Base Engineering Requirements (SABER) Contract, Joint Base Charleston, SC, will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) type for estimating and construction efforts. The period of performance is 365 day base-year followed by four (4) 1-year option periods. Required contractor expertise includes a Contract Manager, Environmental Manager, Design Manager, Quality Assurance Evaluator, and Project Manager. The Government anticipates significant activity under the SABER contract and partnering is encouraged. Liquidated damages, if applicable, shall be in each task order. •(1) The solicitation, specifications and drawings will be available on the website on or about 30 May 2012, at the www.fbo.gov website. •(2) Hard copies of the solicitation will NOT be provided. However, you may download and print the file from the website. •(3) There is no fee for this solicitation •(4) A registration page is attached to the website. We recommend that you register. When you register, you will receive notices of any amendments and/or addendums that be issued to the solicitation. If you do not register, it will be your responsibility to check the website for any changes to the solicitation. •(5) Contractor shall secure bonding in the mount of $2,000,000.00 for the offer guarantee. When the contract is awarded, the contractor shall be responsible for securing performance and payment bonds in the amount of 100% of the cumulative dollar value of all active delivery orders. Prime Contractors shall be capable of securing bonding in the amount of at least $2,000.000.00 and potentially as much as $9,000,000.00. •(6) You shall provide a single signed copy of the SF 1442 by the proposal closing date specified in the solicitation. There will not be a public bid opening. •(7) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors do so at their own risk and expense. Note: Please pay careful attention to the requirements set forth in the Solicitation (Section L). Offerers that do not meet all requirements may be considered non-responsive.
