Description
The government intends to award a sole source contract under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The Government intends to make a sole source award to Resource Management Associates, Inc. (RMA), 4171 Suisun Valley Road, Suite J, Fairfield, CA 94534-3153. The North American Industry Classification System (NAICS) is 541511 and the size standard is $25 million dollars. RMA will continue the ongoing work to enhance and/or modify the source code of water management database and flood forecasting applications which are components of the CWMS (Corps Water Management System) which is used by the water management community of practice in the United States Army Corps of Engineers (USACE). CWMS software components such as REGI (Report Generation Interface), MPVT (Multi Parameter Visualization Tool), and hydrologic modeling software will be enhanced or modified. Other legacy applications used within the USACE water management community will be replaced with database applications which will be integrated into CWMS. Services sought include programming in JAVA (programming languages for HEC-DSSVUE and CWMS), C and C++; a background in hydraulic engineering and relational databases will be required. The contract will also involve travel and participation in meetings regarding the initiatives. The project is a multi-phase collaborative effort expected to take up to 3 years to complete and is a follow on contract for the continued development of these applications. The water control computer programs that are to be replaced let the user retrieve, display, edit, perform calculations, and manipulate data stored in water management databases. The databases consist of both time series and static data for reservoirs, stream gages, and weather reporting stations that are regulated, monitored, maintained, or used by USACE. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All submissions must be sent via email to the point of contact (POC) listed below and received by 29 May 2012, 2:00 pm(CST). This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government.
