- The Federal Highway Administration (FHWA) has a full and open procurement to conduct coordination activities with State Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop a guidebook which will describe model Statewide and Metropolitan Long Range Transportation Plans (LRTP) that are performance-driven and outcome-based for use by State DOTs, MPOs, and transit agencies. This project will provide a model for performance based planning LRTP development that is systematic and analytic, meaning that it expresses policy in terms of quantifiable objectives, relies on analytic methods to predict the impacts of different types of investments on system performance, sets up an analytic framework for periodic monitoring of system performance, and assesses performance trends providing opportunities for adjustments in either the performance measure or the investment priority. The primary deliverable of this project, a guidebook, will act as an information reference, identifying resources and tools that agencies can explore when undertaking planning, performance management, monitoring, and reporting on transportation system performance while developing the resulting LRTP. The guidebook will describe techniques to provide reliable, quantitative, and qualitative information to support analysis and decision-making that is based on current transportation system quality, condition and performance, and trends and forecasts of future transportation needs. The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov. No written, telephonic, facsimile, e-mail or other type of request for the solicitation will be accepted. Potential offerors/vendors are encouraged to register on www.fbo.gov and to monitor the website to receive the solicitation and any further information in reference to the subject action inclusive of any announcements, and amendments after its release. This notice of intent is not a request for competitive proposals. A request for proposals is anticipated to be published, through the Federal Business Opportunities website in June 2012. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA. The NAICS code for this procurement is 541990.
