- The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) has a requirement to install an Emergency HVAC Shutdown System (EHSS). There are thirty-nine HVAC related branch circuits that will be shut down (controlled) by the EHSS during an emergency. These 39 HVAC related branch circuits are distributed amongst six existing power panels within the building. Furthermore, the six power panel locations shall be integrated into the EHSS utilizing an industry standard wireless network. When the User actuates the Emergency Ventilation Shutdown (EVSS) the wireless network will convey this action to all 6 remote Contactor Enclosures (CEs) such that all 39 branch circuits will be depowered. All 39 branch circuits will remain depowered until the User turns the EVSS off. The Contractor shall engineer, furnish, install, and test (EFI&T) a wireless, remote Emergency HVAC System Shutdown (EHSS) station as required. This requirement is a 100% total HUBZone set aside for offerors operating under NAICS code 238210, with a size standard of $14.0 million. HUBZone status will be verified via the Small Business Administration. Proposals received from concerns that do not qualify as a HUBZone shall be considered nonresponsive and shall be rejected. However, before rejecting a proposal otherwise eligible for award because of questions concerning the HUBZone size representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-12-R-0047 is anticipated for release to the vendor community on or about 07 June 2012 and proposals will be due on or about 09 July 2012. The magnitude of the requirement is between $25,000 and $100,000. A site visit will be held. The date of the site visit will be stated in the solicitation. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential offers are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://www.bpn.gov/ccr/default.aspx.
