Description
NASA/ARC has a requirement for a second Water Vapor Monitoring Radiometer Assembly unit to serve as a spare to an identical unit that was previously procured and is in use on the SOFIA airborne observatory. A spare unit is mandated by the reliability and mean-time-to-repair requirements that have been levied on the SOFIA Water Vapor Monitor hardware. The spare unit must be identical to the original so that recalibration is not needed if the spare unit is installed in the event of a malfunction of the original hardware. The time needed for such recalibration would violate the mean-time-to-repair requirements. Using an exact duplicate will also allow NASA to avoid having to repeat the extremely expensive environmental testing that was necessary to qualify the original hardware. NASA/ARC intends to purchase the second Water Vapor Radiometer Unit from Millitech Inc. of Northampton, MA, in accordance with 10 USC 2304(c)(1), the only known responsible source for these items, and no other supplies or services will satisfy agency requirements. Millitech is the only source identified that meets all of NASAs requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. Pacific Time on May 30, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
