Description
Principle components of work to be performed includes the following: A.Complete removal of existing coating system, welding repair, application of new coating system, and handling and disposal of all waste material for the following description of elements (location of elements): 1.Interior of 48-inch steel outlet pipe from connection flange at Sta. 17+81.25 to connection flange at Sta. 20+59.00 (Outlet Works Horseshoe Tunnel). B.Application of new 2-coat coating system for spot repairs of the existing coating system with an additional, new 1-coat coating system for complete element overcoat, and handling and disposal of all waste materials for the following description of elements (location of elements): 1.All handrails and (2) ladders (1-mounted and 1-moveable) (Gate Chamber Structure); 2.Slide gate bonnet cover, hydraulic hoist, cylinder head, semi-automatic gate hanger, and (2) hydraulic fluid lines with 2 valves, 2 air vents, 2 pipe clamp assemblies and 1 support bracket assemblies (Gate Chamber Structure); 3.8-inch dia. by-pass pipe and gate valve assembly (Gate Chamber Structure); 4.6-inch dia. vacuum release valve assembly (Gate Chamber Structure); 5.6-inch dia. ventilation piping (Gate Chamber Structure); 6.U-bolt hanger, (Gate Chamber Structure); 7.Four (4) upstream-most reservoir level gage pipe clamps (Outlet Works Horseshoe Tunnel). C.Application of new 2-coat coating system for spot repairs of existing coating system and handle and dispose of all waste materials for the following description of elements (location of elements): 1.Exterior of 48-inch steel outlet pipe (Outlet Works Horseshoe Tunnel). 2.Eight (8) base plates, sixteen (16) bearing plates, sixteen (16) bearing shoes and sixteen (16) erection fixtures for 48-inch pipe support rings (Outlet Works Horseshoe Tunnel); and, D. Removal of existing studs in the slip-on flange for the abandoned 3-inch pipe in Gate Chamber Structure, and install new, plate flange with associated expansion bolts, and application of a new coating system. Webster Dam is located approximately 8 miles west of Stockton, Kansas in Rooks County. Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: (1) Technical Plan for Design and Construction, (1a) Procedure for coating removal, surface preparation, coating application and waste management for the interior of the 48-inch pipe, (1b) Procedure for coating removal, surface preparation, coating application and waste management for the various spot repairs, (1c) Schedule/Work Plan, (1d) Safety, (2) Company Experience, (3) Key Personnel and (4) Past Performance. The solicitation will be issued on or around June 8, 2012. The Price and Technical Proposals will be due approximately 30 calendar days from the date the solicitation has been issued. All responsible sources may submit a proposal which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $500,000 to $1,000,000. The North American Industrial Classification Code is 238320. The procurement is issued under Full and Open Competition.
