- Sole Source Intent: The United States Army, Mission Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with L-3 Communications Corporation doing business as Combat Propulsion Systems, 76 Getty St, Muskegon, MI 49442-1242. This requirement will be procured using Federal Acquisition Regulation part 13 Simplified Acquisition Procedures. The North American Classification System (NAICS) code is 811310 with a size standard of $7.0 million. This purchase order is for the repair of a Government owned Hydromechanical Crossdrive Transmission, Hydromechanical Power train (HMPT) 500. L-3 CPS, the Original Equipment Manufacturer (OEM), is the only vendor that has the resident technical, engineering, and manufacturing knowledge to troubleshoot, diagnose and remanufacture the L-3 transmission. L-3 is the only vendor who contains the proprietary knowledge required to repair the HMPT. Several of the major sub-assemblies are only manufactured by L-3 CPS against proprietary manufacturing processes. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. If you feel your firm possesses the ability to meet these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements no later than 12:00 PM MST 22 May 2012 to facsimile (928) 328-6849.
