- Statement of Work, Historian Graduate Intern This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is; HQ019320940001000. This solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-59. This acquisition is full and open. The North American Industry Classification System (NAICS) code is 611310, Colleges, Universities and Professional Schools. The business size standard is $7 million. The Washington Headquarters Service, Acquisition Directorate (WHS/AD) Department of Defense, 1155 Defense Pentagon, Washington, DC 20301, intends to contract for two (2) Historical Office Graduate Student Interns through a member of the Association of American Universities. There will be two awards from this solicitation. The Government anticipates awarding one firm fixed price purchase order for each requirement, with one base year and three option years. The following factors will be used to evaluate quotes and are listed in order of importance: (1) Technical Acceptability (2) Price (1) Technical Acceptability The Offeror must be a member of the Association of American Universities, which establishes exacting standards for academic research and education. The contracting university's history department must have at least 50 graduate students enrolled and actively pursuing advanced degrees in history and must offer major fields in military history, diplomatic history, and American history. The Offeror must provide the curriculum vitae/resume of at least two interested students for evaluation by the Historical Office, which will make the final selection. To be considered Technically Acceptable, Offerors must have No Exceptions to the Statement of Work (SOW), dated May 15, 2012. See Attachment A, Statement of Work. Offerors will receive a rating of "Technically Acceptable" or "Technically Unacceptable". Any offeror who receives a "Technically Unacceptable" rating will be eliminated from the competition and no longer considered for award. (2) Price The total price will be a determining factor after determination is made as to compliance to technical acceptability. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. This request for quotation consists of the following: One (1) intern, a student in a graduate history program meeting the criteria in the SOW dated May 15, 2012, be in good academic standing, and must have successfully completed general exams. ADDITIONAL INFORMATION: 1. ONLY e-mailed quotes will be accepted. E-mailed quotes may be sent to Karen Smith, Contract Specialist at karen.smith@whs.mil. Contractors are responsible for verifying receipt of their quotes. All responsible sources interested in responding to this RFQ: QUOTES MUST BE RECEIVED NO LATER THAN 10:00 AM, Eastern on MAY 22, 2012. 2. The Government will evaluate quotes and make a selection based on the lowest priced, technically acceptable quotation meeting the brand name requirement. The Government is not responsible for locating or obtaining any information not identified in the offer. 3. The Government anticipates award in early June 2012. 4. Quotes must be firm-fixed-priced, and include all quantities listed, all or none. 5. Offeror's shall include Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes stated on their quotes. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
