Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Fixed Price Delivery Order under Basic Ordering Agreement N00421-09-G-0004 with Northrop Grumman of Woodland Hills, CA, to provide technical support for the LN-100G Embedded GPS/INS (EGI) in the Spanish Air Force (SAF) F/A-18 aircraft program. This procurement will be in support of FMS Case SP-P-SCN and will involve the Non-Recurring Engineering (NRE) work to integrate the Operational Flight Program (OFP) changes and the GEM IV Link 21 OFP in the Field. This Delivery Order only covers the NRE effort to implement the proposed software improvements and conduct Field Retrofits. It does not include the purchase of any hardware. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. As the designer, developer, and OEM for the LN-100G EGI, Northrop Grumman is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, 'only one responsible source and no other supplies or services will satisfy agency requirements'. The estimated period of performance is 6 months after contract award. Numbered Note 22 applies.
