- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case when FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a sole source, Cost Plus Fixed Fee contract to Lockheed Martin, Maritime Systems and Sensors (herein referred to as Lockheed Martin), 2323 Eastern Boulevard, Baltimore, Maryland, 21220, for technical and engineering services during FY13-FY17 for the MK 41 Vertical Launching Systems (VLS) Program. The scope of the effort will include logistics and technical services to support the Life Cycle Support Facility (LCSF), integration of new missiles into MK 41 VLS, integration of MK 41 VLS into new ships (FMS and USN), product improvement engineering, systems engineering, computer program engineering, failure analyses, creation and prototyping of engineering change proposals, and production support. Additional efforts may include repair of depot level repairable items, failure assessments, procurement and replenishment of repairable piece part components and requisitions for Fleet and shore based facilities, and providing technical support to the Technical Direction Agent, In-Service Engineering Agent, and System Integration Agent. The anticipated contract period of performance for this requirement will be from date of contract award through twelve (12) months thereafter, with four one (1) year options. Lockheed Martin is the prime contractor for the MK 41 VLS and associated equipment. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, within thirty days (30) after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
