- The purpose of this Amendment 0004 is to address questions and to remove wording from Ordering Clause in Section I on the RFP. QUESTION 1) Is pricing simply "not to exceed pricing" and contractors will need to bid every time there is a deliver qty, even the first qty? GOV'T RESPONSE: See L.3.4 on what to submit for pricing and M.3.4 on how price will be evaluated. There is a weighted evaluated price template in Section J that gives offerors a "sample" of how the Government will evaluate price. Please see the ORDERING PERIOD Clause on Page 36 which provides guidance on future bids. The clause states: Please note that the ceiling prices proposed by offerors in Section B will be valid for any delivery orders issued (awarded) at the time of ID/IQ contract award. However, these ceiling prices are subject to downward adjustment only for the pricing of future delivery orders. QUESTION 2) Will the Government award the first qty from the pricing we submit? GOV'T RESPONSE: No delivery order will be issued at the time of ID/IQ contract award. Contractors will submit their FAAT price and pricing for each of the ranges in Section B - for each of the 5 ordering periods. These prices will be binding during the five year ordering period but are subject to downward adjustment. QUESTION 3) Will the Government use the pricing we submit to award every delivery qty every year? GOV'T RESPONSE: The pricing the successful contractor uses in ordering period (year) one will be used for all ordering period (year) one actions, the ordering period pricing the successful contractor uses in ordering period (year) 2 will be used for all ordering period (year) 2 actions, etc. The prices are subject to downward adjustment only.
