Description
NAVSUP Fleet Logistics Center San Diego intends to negotiate and award on a sole source basis under the authority of FAR 6.302-1(b)(1), with The University of Vanderbilt (VU), Division of Sponsored Research; 110 21ST Avenue S Ste 937, based on the entity being the only one with the experience, qualifications, and data access required to perform this service. The Latin American Public Opinion Project (LAPOP) at VU has the required experience, in designing and conducting public opinion polls, in coordinating and providing administrative support in Latin American Countries, in training interviewers to conduct polls in Latin America, and in producing academic quality data analysis and reports of public opinion polls. LAPOP has a proven track record in conducting polls in Latin America and is based in the United States, meeting USSOUTHCOM security concerns. Vanderbilt has access to field-tested survey questions on security and defense developed from previous work in the area. Vanderbilt is the only source that has direct access to the data gathered in 2012 Latin and Caribbean Study by LAPOP and the database on public opinion in the Americas for 2004-2010 which are mandatory for the reports required by the Government. Lastly Vanderbilt meets the requirement of being Federalwide Assurance (FWA) approved with a valid and current DoD-Navy addendum to the FWA for the protection of human subjects. Place of performance is the contractor ™s site as well as Argentina and Chile. Deliverables will be sent to the Naval Postgraduate School, Monterey, CA 93943. The Government has a need for services to conduct public opinion polling in Latin America about the perception of, the US military, military institutions throughout Latin American and the Caribbean, the relations between countries in Latin America and the Caribbean with China, Russia, Iran, and Israel, and domestic government ™s capabilities to deal with crime, gangs, and drug traffickers. There will be a deliverable report for these topics that must cross reference previously collected data by Vanderbilt. The applicable NAICS code is 541910. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 2:30pm Pacific Standard Time on 29 May 2012. All interested parties must demonstrate their appropriate expertise and experience public opinion polling relating to Latin America, FWA Approval and Addendum, and ability to access public opinion data previously collected by Vanderbilt. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
