- Sources Sought - Office Renovation THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR A FUTURE SOLICITATION. The General Services Administration (GSA), Public Buildings Services (PBS), Rocky Mountain Region (RMR), Denver Federal Center (DFC) Service Center, is conducting market research to identify technically qualified small business concerns (including 8(a), Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are interested in and capable of performing the renovation of an occupied office space, as described below. The magnitude of this project is between $5,000,000.00 and $10,000,000.00. The DFC Service Center is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) Code 236220 - Repair or Alterations of Office Buildings, with a size standard of $35,000,000 per year. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set Aside. The project includes a complete interior renovation of a building (approx 100K SF) from a traditional cube & office style arrangement to a more functional, productive and modernized mobile workspace. The space is at capacity with roughly 300 associates as currently configured. This project will find creative solutions to accommodate approximately 150 additional associates (approx 450 total occupants upon completion) while increasing the space functionality and reducing the utilization rate. The project will be a design-build and the contractor expectations for successful award include but are not limited to experience with design/build project delivery, projects involving both construction and furniture components (defined further below), working in an occupied building (noise/dust control, accommodating tenant needs, etc.) and asbestos encapsulation/abatement. Portions of construction may require after hours work. The contractor may also be required to procure furniture and furnishings for the customer as part of the overall solution. The project will provide a better use of space and work environment including but not limited to increased collaborative space (conference rooms, impromptu meeting area, etc.), adaptable furniture, lower cube walls/open concept, increased natural lighting, an expandable auditorium, centralized storage, better wayfinding, updated/enlarged restrooms, consolidating break areas, reducing total number of private offices, and relocation of a high-density filing system. There will be specialty furnishings and equipment requiring the contractor to spend time and coordinate with tenant and GSA on design innovation to accommodate specialized requirements. The agency will be remaining in the space it currently occupies during construction. The project will involve phased construction and moving associates into swing space. Onsite contractor management personnel will be necessary to communicate and collaborate with the agency as well as address agency requests and concerns. The project also features a second focus in sustainability including: water and energy use reductions (via plumbing, lighting, and HVAC upgrades), increased daylighting, improved indoor air quality, and potential for LEED EB and/or CI. Many of these features will also enhance customer satisfaction with their space. There is an environmental component to this project with potential asbestos abatement/encapsulation requiring 3rd party inspection and air monitoring. The contract will be performed at the Denver Federal Center, W. 6 th Avenue and Kipling Street, Lakewood, Colorado. The successful offeror will be required to show proven experience and past performance in the renovation of large office spaces, generally, and specifically, by documenting past performance and experience with contracts of size and scope similar to the size and scope described above. The successful offeror will also be required to have a bonding capacity of at least $10,000,000.00. Interested, qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 3 pages. Firms should indicate eligibility for SBA programs and business types (i.e., Small Business, SBA-certified HUBZone, SBA-certified 8(a) Veteran-Owned Small Business (VOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB).
