Description
Addendum to Sources Sought Synopsis For Procurement of GBU-31, GBU-32, GBU-54 Weapon System and Related Technical Services Description: This announcement constitutes an Addendum to the Sources Sought Synopsis FA8213-11-R-3026 for the Joint Direct Attack Munitions (JDAM) production lots 18 through 23. The purpose of this Addendum is to supplement the original synopsis by adding the requirement for technical services related to JDAM production. This is not a Request for Proposal (RFP). This synopsis addendum is for informational and planning purposes only. It does not constitute an invitation for bid or a request for proposal and is not to be construed as a commitment by the Government. No costs will be paid for any charges incurred in responding to this synopsis. Direct all questions and routine communications concerning this acquisition to the Contracting Officer, Ms. Katie Barker/OO-ALC/GHGKA, (801) 777-8403. Formal information submitted should be addressed to OO-ALC/GHGKA (JDAM), Attn: Ms. Katie Barker, 6033 Elm Lane Bldg 1247, Hill AFB, UT 84056-5825. The United States Air Force is planning an acquisition strategy for the follow-on production of the JDAM system to include the technical services support necessary to successfully manage production. The technical support contract for JDAM provides the engineering, management, and logistic support required to ensure the continued Operational Safety, Suitability, and Effectiveness (OSS&E) of the weapon system IAW AFPD 63-12. It is anticipated the technical support scope will include (at a minimum) the following tasks: simulations/modeling, lot acceptance test and Weapon System Evaluation Program (WSEP) technical support, system field support, aircraft integration technical support, non-warranty repair actions, software maintenance/upgrades, assessments of impacts such as changes in GPS infrastructure, and studies and analyses related to current and future expansion of JDAM system performance. Contract award for the JDAM production and technical services support is estimated to be approximately January 2014. Potential offerors would be required to provide JDAM assets as well as the technical support services described herein. The McDonnell Douglas Corporation, a wholly-owned subsidiary of The Boeing Company, is the original equipment manufacturer of the JDAM system and has design control, authorization, and ownership of the data rights for the JDAM system. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman is Mr. Kevin Flinders/PKC, (801) 777-4392.
